Government Analyst I, Position #64080364 Jacksonville, Duval County

Your Specific Responsibilities:

The Bureau of Vital Statistics provides for the statewide registration of all Florida vital record events, which includes all Florida births, deaths, fetal deaths, marriages, and divorces.  The bureau issues more than 2.8 million certified copies annually.  A centralized database allows all 67 counties to issue birth certifications, 1850 to present: death and fetal certifications, 2009 to present. Marriages, and divorces, 1927 to present, are available for certification from the state office.  The bureau maintains more than 22 ½ million vital records.  The bureau produces routine and special analysis and reports of vital statistics data; provides policy, procedure and monitoring of 67 county local registrars of vital statistics; 118 birthing hospitals; funeral directors, medical examiners and certifying practitioners; and numerous tax collector offices, in accordance with Chapter 382 Florida Statutes and Chapter 64V, Florida Administrative Code.

Position Description:

This position performs assessments and evaluations as a result of trainings for the statewide Electronic Birth Registration System (EBRS) and the Electronic Death Registration System (EDRS). This position analyzes data to measure the effectiveness of trainings, and the quality of service associated with the issuance of vital records as required by state and federal law, and for the vital statistics administrator as needed. Provides liaison, guidance, and assistance to all EBRS and EDRS users. Aids Public Health Statistics in reconciling newborn screening cases. Works with hospital facilities in resolving missing data or data inconsistencies in relation to newborn screening cases. Assists with the maintenance of the chief deputy registrar (CDR) distribution list, monthly CHD county phone listing, and county batch mail label CDRS.

Analyzes data to measure the effectiveness of the program and identifies adjustments needed to meet state and federal requirements.  Develops corrective action plans to solve problems in program areas; initiates planned solutions, ensures data clean-up is performed, and monitors and follows up to determine if problem has been corrected. Works with chief deputy registrars (CDR) on compliance issues, such as meeting statutory required filing times for birth and death records, practitioners reluctant to certifying death records, failure to follow required registration procedures. Assists with the development, planning, and implementation of a statewide vital statistics registration system along with corresponding system user manuals. Assists with the monitoring of EBRS/EDRS users by quarterly training, when needed, to ensure a quality statewide vital record registration program. Provides monthly informative updates for all Electronic Birth Registration users and Electronic Death Registration users.

Assists in the maintenance of a continuing statewide vital records field program as required by the National Center for Health Statistics. Assists in the planning, monitoring, and evaluating of a major and complex statewide quality assurance service program in vital records registration, including electronic registration of those vital records; affecting administrative, technical, and consultative functions in vital records registration in county public health units, hospital facilities, clerks of courts, funeral establishments, medical examiner districts, and with physicians, public health nurses, social workers, nurse and licensed midwives, coalitions approved by the Department, and others concerned with the registration of vital events throughout the State of Florida.    

Assists with the monitoring of internal and external users to ensure a quality statewide vital record registration program. Helps to determine improvements and adjustments needed to ensure effectiveness and efficiency. Works in determining trends and resolving technical problems in relation to the statewide database.  Evaluates compliance with state and federal standards for Vital Records. Maintains and updates Bureau of Vital Statistics Operations Manual, County Health Department Operations Manual, and Tax Collector’s Office Vital Statistics Operations Manual. Performs other related duties and assignments as required.

 

Knowledge, skills and abilities, including utilization of equipment, required for the position:

            1.  Knowledge of records management system standards and procedures.

            2.  Knowledge of Florida Statutes and Florida Administrative Code.

            3.  Knowledge of the Department of Vital Records Registration and code manuals.

            4.  Ability to supervise technical staff engaged in records management system.

            5.  Ability to provide training and assessment.

Minimum Qualifications:

  • Proficiency in Microsoft Office Teams, PowerPoint, Publisher, Excel, Outlook, and Word.
  • Working experience with SQL Server Management Studio and various video conferencing platforms including Teams, Zoom, and Webex.
  • Working knowledge of Florida Statutes and Florida Administrative Code.
  • Public speaking and training experience with different levels of staff, ranging from executive management to entry-level.
