Your Specific Responsibilities:

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

This position serves as the Health Education Program Manager and works to identify at-risk populations, promote primary prevention efforts, promote access to health care and related services, develop strategic objectives to identify and decrease health disparities and increase access to HIV prevention, care and related services for HIV-infected and HIV at-risk racial and ethnic minority members. Under the leadership of the HIV/AIDs Program Coordinator (HAP-C) and Disease Control Director, this position also works in conjunction with members of the local Disease Control team to ensure the health and safety of the community. The incumbent acts as a liaison with community providers, hospitals, clinics, and the state Division of Disease Control and Health Protection.

 

The Health Education Program Manager coordinates and collaborates on activities with the HIV/AIDS state program office, Area 4 local CHD programs, and works in collaboration with the planning groups for HIV/AIDS prevention and patient care. This position provides technical assistance and training to organizations providing HIV-related services to at-risk groups within the Area 4 community. This position routinely requires travel in and outside of Area 4 and is created by Florida Statute 381.006.

 

Public Health Competency Domain 1: Analytical/Assessment skills

  • Leads the Identification minority community-based organizations’ needs (i.e., training, information resources, etc.).
  • Targets areas of high HIV risk to establish agreement with community partners to promote HIV awareness and access to services.
  • Educates and orients staff to agency policy, programs and procedures.
  • Works in collaboration with the Disease Control Quality Manager to analyze existing HIV testing rates using surveillance and early intervention data to prioritize private providers and/or clinics for outreach.

 

Public Health Competency Domain 2: Policy Development/Program Planning skills

  • Oversees the recording and tracking of program data in assigned FDOH electronic databases.
  • Develops and implements an annual MAC work plan in cooperation with HIV/AIDS Program Coordinator in Area 4.
  • Provides data summaries and other reports monthly for program planning and program monitoring and evaluation.
  • Coordinate with the HIV prevention program staff to avoid duplication of effort; maximize outreach efforts in accordance with the approved Area 4 Prevention Plan.
  • Develops policy and procedures, training manuals, and sample marketing materials for statewide dissemination of Business Response to AIDS/ Faith-Based Response to AIDS (BRTA/FRTA)

 

Public Health Competency Domain 3: Communication skills

  • Ensures information about the HIV epidemic and DOH efforts to respond to the epidemic are communicated through various modes, to include, community gatherings, targeted media campaigns, and meetings with both internal and external stakeholders.
  • Provides written reports on HIV prevention and care activities in Area 4.
  • Communicates regularly and effectively with People with HIV/AIDS (PWH) of color to determine barriers or challenges accessing services.
  • Oversees FDOH staff implementing the BRTA/FRTA project, PrEP/nPEP efforts, Test Kits Distributions.

 

Public Health Competency Domain 4: Cultural Competency skills

  • Use knowledge of varied racial, ethnic, economic, cultural and lifestyle characteristics to promote more inclusive HIV prevention and treatment programs in Area 4.
  • Holds self and team members accountable to use a variety of appropriate strategies for interacting with internal team members and external partners from diverse backgrounds.
  •  Ensures the consideration of the role of cultural, social, and behavioral factors in the accessibility, availability, acceptability, and delivery of services.

 

Public Health Competency Domain 5: Community Dimensions of Practice skills

  • Along with the HAP-C, serve as a communication channel between DOH-Duval and external organizations and partners. Ensures information is shared between relevant parties.
  • Provides support and technical assistance to the First Coast Community AIDS Prevention Planning Partnership and attend community planning meetings as scheduled.
  • Participate in and provide technical assistance to the Jacksonville Metropolitan Area Ryan White Planning Council.
  • Promote increased HIV testing for at-risk through community-based screening and outreach participation.

 

Public Health Competency Domain 6: Public Health Sciences skills

  • Stays abreast of emerging trends in HIV/AIDS prevention and care. Ensures communication and dissemination of information is shared with internal and external partners in a timely manner.
  • Consistently develops internal and external relationships to increase the use of Public Health evidence[1]based practices for the prevention, care, and treatment of HIV/AIDS.

Required Knowledge, Skills, and Abilities:

Knowledge:

  • This position requires knowledge of HIV and STD symptoms, and risk factors.
  • Knowledge of public health systems, as well as professional and interpersonal skills to interact with healthcare clients, healthcare professionals and others who impact STD Prevention and Control. • Understanding Public Health Awareness campaigns.
  • Working familiarity with racial and ethnic minorities, as well as economic, cultural and lifestyle characteristics common to people at risk for HIV and other STDs.
  • Understanding of surveillance and early intervention data request procedures and data handling.

Qualifications:

Minimum:

  • Currently certified as an HIV 500/501 Train-the-Trainer.
  • Currently working in identifying businesses/churches for community impact projects/outreach.
  • 1 year of experience in HIV/STD field with outreach, testing, and education.
  • Experience facilitating presentations in various community/educational settings
  • Experience using software to create databases for reports, templates, data collection.

 

Preferred:

  • Bachelor’s degree or higher in public health, health education, or related field of study.
