Your Specific Responsibilities:

This is a senior scientist position directly in charge of the mycobacteriology and mycology units at BPHL Jacksonville.  The person in this position exercises independent judgment (or assists) in the formation of policies and procedures that have significant impact on the administration of laboratory testing programs and budgets.  The individual in this position functions as the technical consultant to the laboratories under this program and has the knowledge and expertise to advise the Bureau Chief, county health department directors, physicians and TB Control Program in matters concerning mycobacteria and fungi.  This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

The incumbent supervises the diagnostic testing programs for the isolation, identification, and susceptibility testing of Mycobacteria (with a focus on Mycobacterium tuberculosis), on various types of human specimens submitted for laboratory diagnosis and incorporates these programs in the laboratory information management system.  Coordinates evaluations of new laboratory procedures for the above disease-causing microorganisms before supervising the implementation of these procedures in public health programs.

 

The incumbent supervises the daily operation of the mycobacteriology and mycology sections of the central laboratory.  Is responsible for the unit’s overall quality control, quality assurance, competency assessments, proficiency testing, etc., and ensures continuity of testing by overseeing supply inventory for the department, including reagents and test kits.

 

The incumbent monitors and oversees the completion of objectives/ milestones and ensures judicious spending of funds allocated to the laboratory within the TB grant awarded to the state of Florida by the Centers for Disease Control and Prevention, Division of TB Elimination (CDC/DTBE).

 

The incumbent serves as a consultant in mycobacteriology to Florida DOH county health departments, TB clinics, Department of Health outlying laboratories, physicians, and other state health department laboratories if needed.

 

The incumbent administers the program and is involved in supervision and evaluation of professional and technical personnel. The incumbent conducts educational activities for laboratorians and other health professionals throughout the state. 

 

Coordinates requests to advertise vacant positions and use the People First system to obtain or review applications, interview candidates, and recommend the successful candidate for hire.

 

Incumbent ensures the confidentiality of laboratory records and reports. 

 

Performs other related duties and responsibilities as required.

Knowledge of procedures, techniques and equipment used in microbiology.

Ability to understand and apply applicable rules, regulations, policies, and procedures. 

 

Qualifications:

Minimum: Licensed State of Florida clinical or public health laboratory technician in Microbiology.

Preferred: Bachelor’s degree or an equivalent combination of education and experience.
