This professional OPS Environmental Specialist II position functions independently and performs duties under the direction of the Environmental Manager of the Environmental Health Division of the Florida Department of Health in Duval County. The incumbent will Review applications for individual OSTDS.  Conduct site evaluations and perform soil log analysis on individual lots to determine soil characteristics, water table elevations, topographical conditions, and establishes benchmark locations as necessary. Determine size and construction characteristics of OSTDS for residential and commercial facilities with capacities as per Chapter 64E-6 FAC. The incumbent will prepare permits for new construction, repair, existing, modification, and abandonment of OSTDS.  Issue denial letters and conducts inspections of system construction. Assist other field personnel to address problem areas.  Responsible for all assigned IMZ/commercial facilities in Duval County.  The incumbent will utilize various databases to locate unpermitted facilities in Duval County and notifiy facilities about permitting requirements. Review applications for IMZ/commercial OSTDS to determine if facilities comply with Chapter 64E-6 FAC and whether an Annual Operating Permit will be required. Maintain an IMZ/ commercial facility permit list in order to keep track of required annual inspections. Perform annual inspections of permitted facilities to ensure compliance with Chapter 64E-6.  Maintain files on each permitted establishment and each file should include an application, business survey, correspondence, enforcement documentation and all inspections performed by the Department. Determines size and construction characteristics of OSTDS for IMZ/commercial facilities with capacities as per Chapter 64E-6 FAC. Maintains a facility list in order to track required inspections. Responsible for all facility files and documentation per DOHM 150-4 Section IV, Chapter K. Coordinate septic tank contractor’s meetings, public education, and other forms of community outreach pertaining to the OSTDS program. Attends travel related training assignments and professional meetings.  This position requires a valid driver’s license to accomplish travel. Position is responsible for completing all required reports including Daily Activity Report, leave and attendance, mileage, and itinerary sheets. All inspections require travel related duties. Performs all assigned duties during disaster drills or actual disaster occurrence. Perform other duties as assigned. Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. 

 

Required Knowledge, Skills, and Abilities:

  • Ability to understand and apply specific rules, regulations, and policies and procedures relating to the safety and sanitation inspections of regulated facilities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to deal with the public in a professional and courteous manner.
  • Ability to utilize problem-solving techniques as well as utilize computer skills in Microsoft Word, Outlook, Access, Excel, and the Environmental Health Database System. 

 

Qualifications:

  Minimum:

  • Bachelor’s degree in a Natural, Physical, environmental or life science or with at least 30 semester hours in a natural, physical, or environmental science.
  • Valid driver’s license
  • willing to work independently and in remote areas.
  • willing and able to work outdoors in the heat and inclement weather
