The incumbent an employee of the Florida Department of Health in Duval County (FDOH Duval) works to protect, promote and improve the health of all people in Florida through integrated state, county, and community efforts. Finally, the incumbent is expected to perform with excellence by promoting quality outcomes through learning and continuous performance This professional Environmental Specialist II position functions independently and performs duties under the direction of the Environmental Supervisor II of the Environmental Health Division of the Florida Department of Health in Duval County. This is primarily a field position responsible for the following programs: Biomedical Waste, Food Hygiene, Group Care, Body Art, Mobile Home Parks and Tanning.
The person filling this position is expected to acquire knowledge with all facets of the Env. Health programs. They must have a working knowledge of Florida Statutes and Florida Admin. Codes. The incumbent will be responsible for conducting inspections, re-inspections, and complaint investigations at all assigned facilities. Reviews and approves plans for new construction. Approves facilities for issuance of new and renewal of permits.
Maintains the Environmental Health Database (EHD) and is responsible for the programmatic files associated with the department. Prepares Facility Program reports for the State Health Office. Enters all inspections into EHD within 72 hours of receipt from staff. Communicates with the Environmental Manager of the implementation and status of EHD. This person will be responsible for the issuance of EH permits as well as performing other pertinent duties in the Environmental Health Programs.
Works in the Food Hygiene program which involves reviewing applications and conducting food inspections for food service establishments by s. 381.0072, Florida Statute to help ensure their products are not a source of foodborne illness.
Daily submission of DARS, biweekly submission of leave and attendance, monthly submission of mileage reimbursement, daily vehicle log, record maintenance, general office duties, attends conferences and meetings necessary to carry out related duties and responsibilities. Performs disaster-related work and other duties as required. Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.
Required Knowledge, Skills, and Abilities:
- Ability to understand and apply specific rules, regulations, and policies and procedures relating to the safety and sanitation inspections of regulated facilities.
- Ability to plan, organize and coordinate work assignments.
- Ability to deal with the public in a professional and courteous manner.
- Ability to utilize problem-solving techniques as well as utilize computer skills in Microsoft Word, Outlook, Access, Excel, and the Environmental Health Database System.
Qualifications:
Minimum:
- Bachelor’s Degree in a Natural, Physical, environmental or life science or with at least 30 semester hours in a natural, physical or environmental science.
- Valid driver’s license
- Willing to work independently and in remote areas.
- Willing and able to work outdoors in the heat and inclement weather
