This OPS position is supported through the CDC’s Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems (OE22) five-year grant funding through November 30, 2027. The incumbent is responsible for activities related to agency strategic planning, quality improvement (QI), workforce development, and achievement quality standards outlined by Florida Department of Health and the national Public Health Accreditation Board (PHAB). This is a full-time, on-site position with normal business hours being 8am to 5pm, Monday through Friday, excluding state observed holidays and office closures. This position reports to the Program Manager of the Office of Performance Improvement housed within the DOH-Duval’s Division of Community Health Programs.
This OPS position serves as the Quality Improvement Specialist and is responsible for supporting development, deployment, and performance monitoring of DOH-Duval’s foundational plans and objectives including the agency Performance Management & Quality Improvement (PMQI) Plan, Strategic Plan (SP), Workforce Development (WFD) Plan, and Community Health Improvement Plan (CHIP). This is an independent position that is responsible for supporting a culture of innovation, collaboration, accountability, responsiveness, and performance excellence in their work and through collaborative efforts across teams and departments.
Duties and responsibilities include, but are not limited to the following:
- Public Health Sciences: Assist with QI project coordination; Support the planning, tracking, and documentation of QI initiatives using tools such as PDCA cycles, Gantt charts, and process maps; Utilize public health principles to support evidence-based improvements; Research and share best practices to identify evidence-based strategies and tools to enhance agency planning, QI, and capacity building.
- Analytical & Assessment: Gather and organize performance data from health programs and services; Assist in monitoring quality indicators and generating basic reports; Support root cause analysis and help identify trends or gaps in service delivery.
- Program Planning & Coordination: Support documentation of quality improvement plans and related protocols; participate in planning meetings and contribute to brainstorming sessions; track progress of QI initiatives and maintain project timelines; Support coordination of meetings and trainings; take minutes, and assist with logistics for staff training sessions
- Communications: Draft summaries, memos, and visual dashboards to communicate findings; Coordinate with internal teams to gather feedback and clarify data needs; Present basic findings in team meetings or stakeholder briefings.
- Partnership development: Assist in engaging community partners for feedback on service quality, community health assessment, and community health improvement planning; support distribution and collection of surveys or other evaluation tools; Support planning and implementation of community outreach efforts.
- Resource Management & Compliance: Maintain QI documentation and records; Track resource use and needs related to QI projects; Ensure that project files, meeting notes, and improvement plans are accurately maintained and accessible; Maintain organized records for audits and compliance reviews; Contribute to national accreditation and compliance efforts and organizing materials needed for public health accreditation and grant compliance.
- Leadership and Systems Thinking: Participate in team huddles and improvement workshops; Help identify system-level barriers and suggest small-scale solutions; Promote a culture of continuous improvement through active engagement.
- Track deliverables and deadlines. Maintain awareness of work plan and related grant objectives, deliverables, and due dates.

- Ensures all work products satisfy requirements outlined by Supervisor, DOH standards and PHAB Re-accreditation requirements.

- Request any needed leave time in advance through the Program Manager of DOH-Duval’s Office of Performance Improvement.
- Attend in-service, seminars, workshops and other meetings related to the grant. As needed, travel to perform duties and for professional development.
- Complete all mandatory trainings within required deadlines including departmental emergency planning and response activities.
- Ensure accurate and timely submission of Employee Activity Records (EARs), Employee Leave, and Attendance Records and Travel Vouchers.
- Perform other related duties, as assigned.
Required Knowledge, Skills, and Abilities:
- Basic understanding of public health principles, practices, and QI methodologies (e.g., PDCA cycles, Gantt charts, process mapping)
- Basic understanding of community health assessment and community health improvement planning frameworks
- Knowledge of national PHAB requirements, domains, standards, and measures
- Ability to understand and apply applicable rules, regulations, policies, and procedures relating to assigned activities
- Proficiency in Microsoft Word, Excel, and PowerPoint as well as SharePoint, Teams, and workflow software (i.e., Forms, Planner, etc.)
- Ability to leverage tools, software, and web-based applications for data analytics (i.e., Excel, SPSS, MySidewalk, Smartsheet, Mentimeter, etc.)
- Ability to collect, analyze, and interpret community health data and statistics as well as organizational data to identify, assess, document, and communicate the pros and cons of possible alternative strategies
- Ability to analyze and interpret performance data to identify trends and improvement opportunities
- Ability to maintain accurate and organized documentation for audits and compliance
- Strong communication skills and excellent interpersonal skills
- Experience communicating information in a professional manner (e.g., oral presentations, facilitating meetings, hosting virtual team meetings, etc.)
- Experience in developing written reports, plans, and presentations containing community data and technical information (e.g., community health status reports, progress reporting, annual report, etc.)
- Experience in successfully planning, organizing, coordinating, and completing work assignments by due dates
- Ability to quickly adapt to changing priorities and manage multiple tasks simultaneously
- Ability to work independently or with minimal supervision
- Ability to consistently demonstrate professionalism, accountability, and a commitment to continuous improvement
Qualifications:
Minimum:
- At least 1 year of experience developing written reports, plans, and presentations containing community data and technical information (e.g. Quality Improvement Storyboards, progress reports, annual reports, etc.)
- At least 1 year of experience communicating information in a professional manner (e.g. oral presentations, facilitating meetings, hosting virtual team meetings, etc.)
- Completion of a related internship or practicum experience in public health, quality improvement, or healthcare in the last 4 years.
Preferred:
- Bachelor’s degree in public health, Health Administration, Health Sciences, Data Analytics, or a related field from an accredited college or university – or - at least 1 years of equivalent work experience.
- Master's degree in public health, Health Administration, Health Sciences, Data Analytics, or a related field from an accredited college or university?- or - at least 2 years of equivalent work experience.
- Certification in Quality Improvement Methodologies (DMAIC, Lean Six Sigma, White-/ Green-/ Black-belt, etc.)
- Certification in Public Health
- Certification in Project Management
