Your Specific Responsibilities:
This OPS position is supported through the CDC’s Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems (OE22) five-year grant funding through November 30, 2027. The incumbent serves as a Strategic Planning Specialist and is responsible for activities related to agency strategic planning, quality improvement (QI) and achievement quality standards outlined by Florida Department of Health and the national Public Health Accreditation Board (PHAB). This is a full-time, on-site position with normal business hours being 8am to 5pm, Monday through Friday, excluding state observed holidays and office closures. This position reports to the Program Manager of the Office of Performance Improvement housed within the DOH-Duval’s Division of Community Health Programs.
This is position is classified as an OPS Governmental Operations Consultant III. The incumbent is responsible for providing lead support to the development, deployment, and performance monitoring of DOH-Duval’s foundational plans including the local Strategic Plan (SP), Performance Management & Quality Improvement (PMQI) Plan, and Community Health Improvement Plan (CHIP). This responsibility includes development of reports summarizing the effectiveness of foundational plans, implementation strategies, as well as any needed short- and long-term improvement plans. The incumbent is responsible for developing a system for gathering timely updates from stakeholders. The incumbent is responsible for supporting reporting efforts related to CDC-funded initiatives. This is an independent position that is responsible for supporting a culture of innovation, collaboration, accountability, responsiveness, and performance excellence in their work and through collaborative efforts across teams and departments.
Duties and responsibilities include, but are not limited to the following:
- Supports development and updates to DOH-Duval’s foundational plans while ensuring alignment with DOH Long Range Programs Plan (LRPP), the DOH Strategic Plan, Florida’s State Health Improvement Plan (SHIP), the local Community Health Improvement Plan (CHIP), as well as the local Performance Management & Quality Improvement (PMQI) Plan, and local Workforce Development (WFD) Plan.
- Integrate stakeholder feedback through surveys, focus groups, and meetings.
- Communicates stakeholder input via written reports and oral presentations to the supervisor.
- Collect, analyze, and communicate stakeholder input via written reports and presentations for informed planning and decision-making.
- Educate stakeholders on agency priorities, outcomes, and processes through approved communication channels (e.g., SharePoint, newsletters, meetings).
- Support oversight of reporting systems and schedules to track progress on strategic priorities and performance indicators.
- Compile and present accountability summaries and visual reports, including recommendations for improvement.
- Conduct assessments and data analysis to identify organizational strengths and improvement opportunities.
- Share actionable insights through presentations, factsheets, infographics, and success stories.
- Ensure timely development, review, and submission of all required deliverables.
- Support PHI Grant activities and maintain a comprehensive understanding of grant deliverables, timelines, and objectives.
- Ensure proper documentation and reporting in designated electronic systems (e.g., SharePoint, FL-Health Performs, SmartSheet).
- Foster a culture of performance excellence, quality improvement, and teamwork across all divisions.
- Research and share best practices to strengthen organizational planning and operational capacity.
- Complete deliverables at least two weeks before deadlines to allow for review and feedback, ensuring adherence to DOH standards and re-accreditation requirements.
- Ensures all work products satisfy requirements outlined by Supervisor, DOH standards and PHAB Re-accreditation requirements.
- Deliverables should be completed at least 2 weeks prior to official due dates outlined in Florida Health Performs and those provided by Program Manager to allow for review, approval and/or incorporation of feedback provided by Supervisors and/or Leadership.
- Takes personal responsibility to provide exceptional customer service to fosters pride, professionalism, and inclusivity within the workplace and community while maintaining a positive image for DOH-Duval.
- Request any needed leave time in advance through the Program Manager of DOH-Duval’s Office of Performance Improvement.
- Attend in-service, seminars, workshops and other meetings related to the grant. As needed, travel to perform duties and for professional development.
- Complete all mandatory trainings within required deadlines including departmental emergency planning and response activities.
- Ensure accurate and timely submission of Employee Activity Records (EARs), Employee Leave, and Attendance Records and Travel Vouchers.
- Perform other related duties, as assigned.

Emergency Duty: As an employee of the Florida Department of Health, the incumbent may be required to work before, during, and/or beyond normal work hours or days in the event of an emergency. Qualifications:
Minimum:
- Bachelor’s degree in public health, community health, healthcare administration, or related field from an accredited college or university – or at least 2 years of equivalent work experience in a related field.
- 2+ years of experience writing reports containing technical information (e.g., strategic plans, progress reports, community health assessment reports, grant applications, etc.).
- 2+ years of experience managing timelines, prioritizing tasks, and coordinating with teams to meet deadlines.
- 1+ years of experience working with stakeholders to develop, implement, and monitor strategic plans.
Preferred:
- Master’s degree in public health, community health, healthcare administration, or related field from an accredited college or university – or - at least 2 years of equivalent work experience in the field of public health.
- Certified in Public Health (CPH) or Certified Health Education Specialist (CHES) • Strategic Planning Professional (SPP) certification or Project Management Professional (PMP).
