The OPS Grant Writer supports all divisions of the Florida Department of Health in Duval County by identifying funding opportunities, coordinating proposal planning, and producing high‑quality grant applications. This position requires a strong record of successful grant writing, the ability to translate public health needs into compelling narratives, and the capacity to work collaboratively across diverse program areas.
Duties and responsibilities include, but are not limited to the following:
- Identify federal, state, foundation, and private funding opportunities that align with the agency.
- Maintain an agency-wide grant pipeline for leadership review.
- Conduct analysis of opportunity eligibility and competitiveness.
- Coordinate proposal development with multiple divisions and program teams.
- Facilitate planning sessions to define project objectives, outcomes, activities, and evaluation measures.
- Manage proposal timelines and participant deliverables.
- Draft high‑quality, evidence‑based grant narratives and supporting documents.
- Integrate epidemiologic data, community assessments, DOH performance indicators, and best practices.
- Edit and refine contributions from team members to ensure consistency and compliance.
- Work with Fiscal to support budget and justification development.
- Ensure proposals follow federal Uniform Guidance and DOH policy.
- Prepare and verify all required forms, certifications, and attachments.
- Prepare error‑free submissions through required portals on or before deadlines.
- Maintain documentation for audit purposes in accordance with DOH standards.
- Prepare handoff packages for awarded grants with clear guidance for program managers.
- Assist with initial implementation tasks (budget setup, communication with funders, reporting expectations).
- Compile agency‑wide metrics including submission volume, award amounts, and win rates.
- Provide quarterly reports to leadership with insights and recommendations.
- Contribute to long‑range funding strategy planning.
- Attend staff meetings, in-services, seminars and training for self-improvement, increased competency, and retention of skills. Travels to perform duties and for professional development, if needed. Completes all mandatory training within required deadlines. Ensures accurate and timely submission of Employee Activity Records, Employee Leave, and Attendance Records and travel vouchers.
- Performs other related duties as assigned, including emergency response duties.

Qualifications:
Minimum:
- Three to five (3-5) years of demonstrated grant writing experience with documented competitive awards.
- Must have independently written and submitted competitive grant applications, including full narrative, work plan, budget, and required attachments for public health or similar programmatic areas
- Must have experience coordinating proposal development across multiple divisions or stakeholders, including facilitating planning sessions, gathering program data, or managing timelines and deliverables.
- Proficient in federal/grant compliance requirements (e.g., Uniform Guidance) and have you ensured submissions and post-award activities meet federal and state standards.
- Must have proficient experience in developing or coordinating grant budgets and budget justifications, ensuring compliance with federal and departmental policies.
- Extensive computer knowledge in Microsoft Office Suite including (Word, Excel, PowerPoint, TEAMS and Outlook) and online grant portals.
- Must have the ability to manage multiple concurrent deadlines while coordinating deliverables across diverse teams, divisions, and/or partners.
- This is an in-office position only. Willing to physically come in the office to perform the duties & responsibilities of the position.
- Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency? This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
- Must have a valid Florida Driver’s License.
- Experience collaborating with community partners
Preferred:
- A bachelor’s degree in public health, social sciences, health administration, communications, or related field or Master’s degree (MPH, MPA, or related discipline).
- Experience within public health or governmental agencies.
- Successful awards from CDC, HRSA, SAMHSA, NIH, or state public health grantors.
