Your Specific Responsibilities:
Manages the Modal Development Section and directly supervises employees who function as modal coordinators for the Districts airports, transit systems, seaports, freight, ferry operations, rail crossing/signals, commuter assistance and park-n-ride programs. Administers financial management daily of state funds and sub allocation of federal funds granted to public airports, transit systems, commuter assistance agencies, local governments and others as appropriate. Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recalls, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.
Administers quality reviews on modal contracts prior to execution. Provides comments on proposed local agency project deliverables and schedules. Reviews invoice activity relating to all outstanding contracts to monitor adherence to Department policies and procedures. Reviews and approves project invoice submittals for accuracy and eligibility of expenses for payment. Coordinates with the Office of Inspector General in arranging audits of local agency project files or programs.
Develops and implements processes for establishing and prioritizing capital and operating funding needs among the District’s local transportation agencies. Manages the development of funding agreements to implement and carry out modal projects with transit agencies, commuter assistance agencies, airports, seaport authorities, ferry operators, railroads, freight carriers, local governments, planning agencies and private non-profit corporations. Participates periodically in aviation and seaport master plan updates as required by the modal agencies. Reviews and comments annually on the urban transit system Transportation Disadvantaged programs per Florida Administrative Code (F.A.C. 14-73).
Manages and monitors the Modal Development Section that performs the District’s Bus Transit System Safety and Security Reviews for publicly funded transit providers and ensures agencies receiving state and federal operating funds are in compliance with the Florida Administrative Code 14-90. This includes providing technical support to agencies in the development of such plans, conducting periodic on-site compliance reviews and directing corrective action plans (CAPs) as needed to remedy non-compliant findings. Coordinates with Florida Department of Transportation Central Office on local agency annual safety and security certifications. Relays alert notifications received from the Office of Homeland Security or other agencies bearing responsibility for security during heightened periods of possible or perceived threat. Relays alert notifications concerning vehicle or component recalls as received from vehicle manufacturers or Florida Department of Transportation Central Office.
Manages the programming of all the District’s modal projects for inclusion into the District’s annually updated 5-year work program. Participates in defining project descriptions for the Citizen’s Plan. Actively monitors the production schedules for all funded projects to ensure timely commitment of contracts which convey state or federal project funding. Attends public hearings concerning modal projects represented within the Department’s Tentative 5-year Work Program.
Serves as Technical Advisor or Task Team Member on special modal initiatives as may be assigned by the District Secretary or Production Director. Prepares correspondence to respond to local agency inquiries or public and media inquiries concerning the administration of the Departments Modal Programs. Prepares comments on changes proposed in federal or state legislation or policies which may affect the District’s modal programs or funding levels.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of Transportation issues in general and working knowledge of urban and rural transit, aviation, rail, and seaport, intermodal programs of local, state and federal overview and the private sector.
- Knowledge of and ability to become proficient in using Florida Department of Transportation (FDOT) Mainframe and various applicable software packages such as Word and Excel.
- Knowledge and ability to become proficient in preparation and administration applicable elements of the FDOT budget and work program.
Skills in:
- Skilled in Written and oral communication with ability to represent the FDOT decisively and in accordance with the department’s principles and values.
- Skilled in Establishing and maintaining professional relations with elected and appointed officials, technical staff, and citizen groups.
