This is a highly responsible position responsible for administering the delivery of direct services for public assistance programs including Food Assistance, Medicaid, and Temporary Assistance for Needy Families (TANF), Refugee Assistance, and Optional State Supplement(OSS). The Program Administrator is responsible for educating and promoting public assistance programs within the community when required by the Department.

Duties and Resposibilities:

Program Planning and Development - Oversees public assistance programs in areas designated and assigned to ensure conformity with Federal and State laws and regulations in addition to the Department policies and operating procedures. Public assistance programs include Food Assistance, Temporary Assistance for Needy Families, Medicaid, Refugee Assistance, and Optional State Supplement.

Supervision - Manages and provides leadership, guidance, and supervision to all direct reports responsible for the delivery of services to departmental clients.  Reviews all personnel actions to ensure all levels of management within the administration follow the State Personnel Rules and the Department’s policies and operating procedures.

Monitoring - Reviews and monitors the implementation of corrective action plans; ensures the completion of programmatic and managerial goals and objectives.  Participates in monitoring visits and all exit interviews and request additional monitoring visits when needed.

ssue Resolution - Coordinates corrective action plans for all management and programmatic areas that are not incompliance with required standards.  Seeks input and technical assistance from program offices on compliance with standards and programmatic issues.  Coordinates the resolution of client complaints in conjunction with unit supervisors and/or the Client Relations Coordinator within assigned area.

Communication - Establishes and maintains effective working relationships with upper level managers, program office, direct reports, peers, and community service partners and organizations in the service area.  Coordinates working relationships with staff and other state programs that provide public assistance services.  Administers the effective flow of information and ideas within assigned areas of responsibility.  Provides information on programs and services as requested. Ensures effective communication with the deaf and hard of hearing community (Department’s customers and companions) in accordance with the ADA and or section 504; manage service records and reports data, resources, and or training needs to their designated program point of contact.

Budget and Fiscal Responsibility – Manages overtime budgetary allotment within area of responsibility. Manages expenditures; approve vouchers, invoices, and requisitions for assigned program areas.

Participates in committees, work-groups, and community activities.

Performs other duties as directed.

MINIMUM QUALIFICATIONS:

  • Four years of experience in the Economic Self-Sufficiency Program
  • Two years supervising or serving in a leadership role
    Two years implementing and managing complex projects
    Two years serving as a lead or assistant on a major research project.

    A bachelor's degree from a college or university is preferred and four years of professional clinical and or non-clinical experience in health care, program planning, program research, program evaluation.
    A master's degree from a college or university can substitute for one year of the required experience.
    Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the preferred college education.
