Your Specific Responsibilities:
This Senior Level Attorney position performs assigned legal activities for a consortium of County Health Departments at direction of the Chief Legal Counsel.
It serves as legal counsel in all matters necessitating legal advice and/or activities. It involves researching and reviewing extensive procedures, regulations, and projects to ensure compliance with local, state, and federal legislation.
It represents County Health Departments in civil and appellate proceedings in the state and federal courts, and in administrative tribunals and conducts varied litigation in both state and federal courts. Provides legal representation, guidance and support to the Primary Care and Communicable Disease programs for a consortium of County Health Departments.
Assists in the development, review, and monitoring of contracts in conjunction with Contract Administration for a consortium of County Health Departments. Provides legal guidance in developing, reviewing and monitoring of contracts, and memorandums of agreement for partnerships and/or relationships with other organizations and agencies, as developed by those agencies the consortium of County Health Departments. Acts as legal consultant with staff and outside attorneys. Prepares administrative complaints and related pleadings, reviews Citations and represents the consortium of County Health Departments in informal and formal administrative hearings and in the courts. Representation will include programs delegated to the County Health Departments by other state agencies or local governments.
Supports Human Resources administration by advising and representing the agency, through its Human Resources Manager and agency managers, in personnel matters including, but not limited to, the Fair Labor Standards Act (FLSA), Equal Employment Opportunity (EEO), Public Employee Relations Commission (PERC), employee discipline, employee grievances, and the administration of collective bargaining agreements.
Acts as legal consultant with staff in relation to legal interpretation and court activities, such as review of all matters involving release of confidential information, subpoenas, preparation of depositions and trial testimony, and representing staff on official department business in a wide variety of court/administrative proceedings.
At direction of Chief Legal Counsel, performs review and evaluation of risk management matters and acts as a liaison to the Division of Risk Management.
Also acts as liaison with the courts, state attorneys, public defenders, legal services programs, and other stakeholders in the legal community.
Performs travel in relation to duties and responsibilities, including any litigation, interviews, investigations, training, and other duties as necessary. Attends meetings seminars, workshops related to profession and Department of Health and County Health Department operations.
Required Knowledge, Skills, and Abilities:
- Knowledge of laws, legal codes, court procedures, precedents and agency rules
- Ability to communicate effectively with in writing as indicated by the needs of the client
- Ability to community effectively with outside organizations and represent the Department to the public, other government entities, and other external sources.
- Ability to providing legal consultation and expert advice to management or internal customers.
Qualifications:
Minimum
- Attorney License from the Florida Supreme Court (Section 454.021, Florida Statutes; Article 5, Section 15, Florida Constitution.)
Preferred
- Three or more years experience in the practice of law
- Experience in the areas of government or administrative law
- Experience working in health care
- Experience in reviewing or drafting contracts, pleadings and/or briefs or other documents that require synthesizing applicable facts and law
