VITAL STATISTICS ADMINISTRATOR - SES               Position Number 64044317

Your Specific Responsibilities:

The Bureau of Vital Statistics provides for the statewide registration of all Florida vital record events, which includes all Florida births, deaths, fetal deaths, marriages, and divorces.  The bureau issues more than 2.8 million certified copies annually.  A centralized database allows all 67 counties to issue birth certifications, 1850 to present: death and fetal certifications, 2009 to present. Marriages, and divorces, 1927 to present, are available for certification from the state office.  The bureau maintains more than 22 ½ million vital records.  The bureau produces routine and special analysis and reports of vital statistics data; provides policy, procedure and monitoring of 67 county local registrars of vital statistics; 118 birthing hospitals; funeral directors, medical examiners and certifying practitioners; and numerous tax collector offices, in accordance with Chapter 382 Florida Statutes and Chapter 64V, Florida Administrative Code.

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

1.  Directs and coordinates the activities of the Records Amendment Subsections in planning, monitoring, and evaluating the statewide Vital Statistics Program.  Plans and directs the activities of state level support personnel involved in statewide processing the timely corrections to original certifications of vital records.

 

2.  Develops, plans, administers, monitors, and evaluates policies and operational procedures related to amending birth, death and fetal death certificates for events that occur in Florida.  Reviews and analyzes legislation, laws, and policies and advises the Bureau Chief/State Registrar on proposed legislation and its impact to the Section regarding staffing and workload.  Coordinates with Department of Health General Counsel on amendment forms and provide recommendations of modification of Florida Statutes, Florida Administrative Code Regulations and or Procedures as appropriate.  Work within the federal guidelines for national health statistics to ensure data quality.

 

3.  Coordinate the hiring, motivating, training, and evaluating of employees in the section, including OPS employees.  Plans and directs the work of supervisory staff, special projects, and the section’s work activities.  Implements corrective action plans to resolve issues.  Coordinates workloads, work flow, deadlines, work objectives and time utilization with employees.

 

4.  Assist in the development, implementation and monitoring of vital records preservation projects as they relate to amended records.  Plan and coordinate use of software to enhance scanned images.  Train & supervise staff on the processes used for linking high quality images to the database electronic vital record.  Evaluate and create reports to ensure all actions are documented through this process.  Coordinate previously microfilmed records added to the database daily to improve data quality and response time to clients.  Inspect and audit process.

 

5.  Participate with Florida Bureau of Vital Statistics’ Public Health Accreditation Board (PHAB) accreditation.  Develop and ensure written policies and procedures for BVS and Records Amendment Sections comply with specific standards and measures.  Review and develop summaries and reports for required documentation.  Update reference tools to ensure they are accurate and in compliance.

 

6.  Supervise and coordinate functions of the e-filing portal between Florida Clerks of Courts and BVS.  Ensure staff are trained to review court documents for acceptance and coordinate retrieval of court actions from the e-portal and distribute to appropriate subsections in a timely manner.  Rejected court actions are returned to the Florida Clerks of Court with written instructions for acceptance.

 

7.  Identify and maintain highly confidential files for the vital statistics program assuring both electronic and hard copy records are secured within the system.  Provides assistance to Homeland Security, Federal Bureau of Investigation, US Department of State Passport Authorities, Immigration and Naturalization Services, Postal Inspector’s Office, US Marshall’s Office, State Attorney’s Office, Driver’s License Bureau, and others in verifying vital statistics data in continuing effort to prevent fraud in connection with the records on file in the Bureau of Vital Statistics.  Provide expert testimony when called upon and coordinate certification issuance as it relates to national security.  Annually review contracts with above agencies to ensure contact information is current and Memorandum of Understandings (MOU) are up-to-date.

 

8.  Coordinates and oversees program activities affecting the Department of Revenue Child Support Enforcement Program and the Department of Child and Families Adoption Registry.  Provide and monitor recommendations to electronically update information to vital statistics database relative to court ordered amendment actions.  Provide ongoing checks for data quality.

 

9.  Reviews and handles non-routine client correspondence and coordinates necessary action with appropriate sections to ensure that problems/client complaints are handled correctly and resolved in accordance with vital statistics law and department regulations and procedures.  Evaluates policies and techniques, and recommends improvements where needed.  Coordinates with other section managers through executive management group meetings and other direct contact.

 

10.  Provides program liaison, technical assistance, and consultation to staff, county vital statistics personnel, funeral homes, hospital staff, clerks of court, attorneys, state and federal agencies, and the public by written communication, telephone, and walk-in service.  Develops and maintains instructional material for training of new staff as well as on-going training for current staff.

 

11.  Researches, authors, and prepares correspondence for signatures of state registrar/Bureau Chief, secretary, and governor in response to inquiries, complaints, etc. involving the vital statistics program.

 

12.  Assist State Registrar/Bureau Chief in reviewing proposed legislative actions impacting the Records Amendment Section.  Make recommendations or impact statements regarding staffing and workload concerns for short and long-range planning.  Recommends amendments to laws, rules and regulations relating to any such action.

 

13.  Attends federal, state, and local meetings and conferences concerning vital statistics program management and/or operations.  Presents information and exchanges ideas in order to accomplish objectives and improve service delivery and data quality.  Provide technical assistance in conducting seminars and workshops.

 

14.  Performs other related work and assignments as required.
