Your Specific Responsibilities:

This position is responsible for completing assigned duties in the Employee Resources - Personnel Liaison office in accordance with established statutory & regulatory authority for the Florida Department of Health in Duval County. The main responsibilities include the coordination and management of onboarding new employees, workforce development training, and Volunteer/Intern Services coordination and management. Work is performed under the supervision of the Operations & Management Consultant Manager-SES. This is a professional and independent position performing a variety of complex assignments. The established working hours for this position is Monday through Friday from 8:00 a.m. to 5:00 p.m. with an hour for lunch.
New Employee On-Boarding:
Public Health Competency Domain 4: Cultural Competency Skills:
- Manage and distribute the annual New Employee Orientation (NEO) training calendar.
- Coordinate and facilitate bi-weekly NEO sessions for new hires, and as needed for volunteers/interns.
- Revise and maintain PowerPoint slides and training materials for NEO on an as-needed basis.
Ensure coverage of key topics: leave and attendance; cultural diversity; sexual harassment policy, benefits overview; timesheet completion; W-4 processing; direct deposit; email signature block set up; and basic People First navigation.
Ensure new employees complete all required forms at orientation through the HR ticket system electronically.
- Provide training and technical assistance that’s sensitive to varied backgrounds, respects varied perspectives and demonstrates fairness with all interactions.
- Distribute NEO information packets to every new hire.
- Collaborate with other departments to schedule and align onboarding presentations.
- Supervisor OPS staff and/or interns in supporting training logistics and related tasks.
TRAIN LMS Systems Manager:
- Serves as manager of the TRAIN system for DOH-Duval.
- Assists employees with technical support, as needed.
- Registers all new hires, volunteers, and interns into the TRAIN Florida system and ensures that all required trainings are completed and verified in accordance with policy.
- Monitors and confirms completion of annual mandatory training classes per policy guidelines.
- Generates and distributes through email weekly mandatory training compliance reports from (August through January) to all managers and supervisors.
- Produce additional TRAIN system reports upon request.
Volunteer Services and Internships:
- Coordinates NEO for volunteers, interns, fellows, and contracts including coordinating background screenings, issuing badges, maintaining volunteer time logs, volunteer reports, mandatory documentation, and HR Non-FTE ticket processing.
- Maintains ongoing student/intern excel spreadsheets ensuring all steps of the process are being completed.
- Coordinates with departments for placement and scheduling of interns and volunteers.
- Ensures that all volunteers/interns are registered and complete all TRAIN Florida requirements.
- Recruits, enlists, provides, arranges, and coordinates the volunteer services of individuals, groups, and/or organizations used to help with activities in a large public health department.
- Refers prospective volunteers to appropriate or requested programs and/or departments.
- Assist with budget development and tracking for volunteer/internship services.
- Monitor and assist in the training of OPS and/or intern staff in support of volunteer/intern services and NEO.
- Continuously works to develop and expand volunteer/intern opportunities.
Workforce Development Training Classes:
Public Health Competency 2: Policy development/Program Planning Skills:
- Facilitate agency training and professional development sessions on an as-needed basis.
- Provide coaching, training, and technical assistance to supervisors, managers, and teams to boost their effectiveness and efficiency in meeting agency priorities.
Recruitment:
- Processes recruitment tickets efficiently and accurately, with a focus on steps 38 through 40 to ensure timely progression through the hiring workflow.
- Collaborates with supervisors and managers to review, create, modify, and submit requisitions in the People First system.
- Reviews and edits offer letters to ensure accuracy and completeness before obtaining managerial signatures and sending to a candidate for hire.
- Serves as cross-trained backup for the full recruitment process, maintaining working knowledge of all steps of the recruitment process to ensure continuity of operations during staff absences or peak periods.
Attendance and Leave:
- Submits forms, medical documentation, and paper timesheets for employees using sick leave transfer to HR Office within one workday of receipt.
- Assists supervisors and managers with questions about coding timesheets properly.
- Assists supervisors and managers with approving timesheets upon their absence, if needed.
Insurance and Benefits:
- Ensures employees are provided with relevant information regarding insurance and benefits upon hire and throughout DOH-Duval years of service.
- Provides required forms and documentation to HR office in a timely and in an accurate manner.
- Answers basic questions regarding insurance and benefits.

General Duties:
- Ensures that all documents that employees submit for the personnel file is submitted in an HR ticket immediately.
- Participates in the DOH-Duval Disaster Plan, as required.
- Provides general Employee Resources assistance and refers employees to the appropriate HR representative when necessary.
- Distributes employee paper checks and completes the bi-weekly log form in the absence of OPS staff.
- Communicates important updates and information to managers and employees at the request of leadership.
- Attends Personnel Liaison trainings, staff meetings, and other required meetings to stay informed and compliant with HR procedures.
Performs other duties as required.

Qualifications:
Minimum:
- Must have 2 years’ experience working in a human resources office or similar type of position.
- Must have 1 years’ experience coordinating and conducting new employee on-boarding.
- Must have 1 years’ experience coordinating and delivering workforce development training programs to enhance employee skills and performance.
- Must be proficient and can work independently using Microsoft software applications, such as Word, Excel, PowerPoint, and Outlook.
- Must have a valid driver’s license.
Preferred:
- Experience coordinating and managing volunteers and intern services.
- 1 year of State of Florida work experience
- Experience working with any of the following computer applications, including TRAIN Florida, HR Cherwell Ticketing System, People First, E-Verify, FIRs, and MFMP-AOD
- Bachelor’s degree or advanced degree in a related field of study.
