Your Specific Responsibilities:

 

The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in

Monroe County in its mission to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation.  Furthermore, the incumbent is expected to incorporate the agency values of Innovation, Collaboration, Accountability, Responsiveness and Excellence in all aspects of their work.

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

The incumbent reviews inspection records and supporting documentation, provides quality assurance and technical guidance to assigned staff, and ensures that all activities align with program standards and regulatory requirements. The position is also responsible for conducting performance appraisals, approving leave, directing daily work, and recommending personnel actions

in coordination with the Environmental Manager.

This position assists the Environmental Manager in maintaining efficient and effective operations for the Middle and Upper Keys Environmental Health offices and provides supervisory coverage when the Environmental Manager is unavailable. The

incumbent may also serve as a liaison with other governmental agencies as directed.

EPIDEMIOLOGY SUPPORT DUTIES

Under the direct supervision of the Environmental Manager, this position will receive cross-training in the Epidemiology Program to serve as a supervisory backup and program support—not as the lead epidemiologist. In the Environmental Manager’s 

absence, this position will help ensure continuity of key public health functions, including:

 

  • Assisting with coordination of communicable disease investigation operations, including STDs and Hepatitis.
  • Supporting the collection, management, and reporting of communicable disease data, in accordance with state and county health department requirements.
  • Assisting with disease surveillance, case investigations, and outbreak response under the direction of the

Environmental Manager.

  • Supporting implementation of control measures to interrupt disease transmission or mitigate adverse health impacts.
  • Providing leadership and coordination support during public health investigations to maintain program continuity until

the Environmental Manager resumes duties.

 

ENVIRONMENTAL PUBLIC HEALTH DUTIES

Under the direct supervision of the Environmental Manager, this position serves as a working supervisor responsible for overseeing and actively participating in environmental health operations across the Middle and Upper Keys.

  • Supervisory Oversight and Field Work: Provides daily supervision, evaluation, and technical review of subordinate staff in multiple environmental health programs, including food hygiene, foodborne illness investigations, beach sampling, biomedical waste, public swimming pools, RV and mobile home parks, group care, tanning, body piercing, tattoo,

rabies surveillance, and environmental nuisance control. Coordinates work assignments to ensure compliance with

state statutes and rules. Performs fieldwork and inspections as needed to meet state-mandated requirements and maintain operational readiness.

  • Training and Professional Development: Coordinates and provides training, mentoring, and technical guidance for environmental health staff. Ensures that all environmental specialists receive ongoing professional development in current standards, practices, and techniques. Communicates updates from the Central Office and ensures that staff complete required trainings within their assigned program areas.
  • Permitting and Compliance: Oversees and directs the processing and administration of state and local environmental health permits for facilities under the program’s jurisdiction, including mobile home and RV parks, public swimming

pools and spas, septic and aerobic treatment systems, biomedical waste generators, and other regulated entities.

  • Program Quality Assurance: Ensures that aerobic treatment unit inspections within Monroe County are conducted in accordance with state guidelines. Reviews and maintains accurate files for aerobic and 1/M zone systems. Verifies that

septic tank contractors, maintenance entities, septage haulers, and portable sanitation services are properly licensed and initiates compliance actions when necessary.

  • Interagency Coordination and Representation: Serves as liaison with state and local agencies, including the

Department of Environmental Protection, Florida Keys Aqueduct Authority, and other governmental entities to address environmental health issues. Represents the Department at meetings, workshops, hearings, and conferences as assigned.

  • Program Administration and Data Stewardship: Coordinates the Onsite Sewage Treatment and Disposal Systems (OSTDS) program, ensuring timely completion of inspections, plan reviews, and permits. Stays informed of rule and policy updates and communicates changes to staff. Acts as Information Custodian, ensuring compliance with DOH

data security policies, maintaining data integrity, and supporting the department’s information security objectives.

  • Public Health Preparedness: Participates in public health preparedness and emergency response activities as needed, serving as a member of the EH Strike Team or the Environmental Health Branch Director during activations.

Required Knowledge, Skills, and Abilities:

  • Knowledge of Epidemiologic principles and practices related to public health surveillance, case investigation, outbreak investigation, and disease control.
  • Knowledge of microbiology sufficient to be able to work with public health and clinical laboratories.
  • Knowledge on the utilization of statistical analysis software for data analysis.
  • Knowledge of Microsoft office, Excel, Word.

Qualifications:

  • The successful candidate will attain the required certifications within 6 months of hire
  • This occupation requires licensure for performing environmental health and sanitary evaluations in a primary program area of environmental health require certification in accordance with Section 381.0101, Florida Statutes.
  • Incumbent maintains current certification in OSTDs and food safety inspections.
  • In Florida, anyone working in the primary program areas of the Food Protection Program or Onsite Sewage Treatment and Disposal Systems (OSTDS) Program must be a Certified Environmental Health Professional (CEHP). per Chapter 381.0101 of the Florida Statutes (F.S).
  • Bachelor’s degree from an accredited college or university with a major of the physical sciences, environmental health, or engineering F.S.381.0101, Florida Administrative Code 64E-18.003
