This position is currently Pending reclassification to Government Operations Consultant I with the following duties:
Your Specific Responsibilities:
Under the supervision of the Environmental Manager, this position is responsible for maintaining electronic files or physical files if necessary for all program areas. Answers the phone and provides assistance to the public, almost exclusively online. Maintains office equipment. Acts as a receptionist and responds to phone inquiries and emails from the public and other County and State agencies, providing appropriate information and/or referrals. Responds to requests from the State Attorney’s office providing appropriate information and/or referrals. Ensures the operability of all office equipment in the Upper Keys Environmental Health office. Assists with mailings for the clinic.
Orders all EPH and Epidemiology supplies for EPH Offices and inspectors. Responsible for creating EPH and Epidemiology Purchase Orders, including blanket purchase orders. This position covers all of Monroe County from Key Largo to Key West. Acts as one of the Travel Champions for EH, assisting with the travel program and processing any reimbursements after travel has been completed for environmental public health and epidemiology staff. This position also acts as a coordinator of all EPH offices. Orders appropriate quantities of office supplies, utilizing MFMP, and provides support to professional staff. Maintains equipment inventory and necessary calibration of such equipment.
Under the supervision of the Environmental Manager, this position is responsible for accepting and processing OSTDS and facility permit applications for all of the Keys, maintaining pertinent electronic databases Accepts and processes Onsite sewage treatment and disposal permit applications for New Installations and Abandonments. Assists the public with the permitting process, and any further questions or concerns. Appropriately codes payments. Accepts and processes aerobic treatment unit operating permit renewals. Monitors PBTS for current Maintenance Agreements on file in EHD and invoiced accordingly. Assists the Department of Environmental Protection with closing of open permits of injection wells.
Accepts and processes facility (Tattoo, Tattoo Artist, Food Hygiene, Body Piercing, Group Care, Mobile Home/RV Park, Swimming Pools, Biomedical Waste, Tanning) applications and payments. Coordinates with certified EH personnel where necessary. Codes payments appropriately and updates information in EHD (Environmental Health Database).
Performs Batch Billing and invoicing all facilities. Updates information for all facility changes in EH database.
Processes mailed in payments. Codes payments appropriately and updates information in EHD (Environmental Health Database).
Other duties as assigned to include emergency duty when required.
Required Knowledge, Skills, and Abilities:
- Must be knowledgeable in the use of the EHD and Carmody databases the FDEP Business Portal
- Knowledgeable in Microsoft Office
- Knowledgeable in office equipment (FAX, scanner, network printers, electronic postage meters),
- Knowledgeable of office phone system, filing system,
- Knowledgeable in the State of Florida procurement procedures, "My Florida Market Place", the National Incident Management System and the local Rate of Growth Ordinance (ROGO) building permit allocation system.
- Must be knowledgeable in instructional presentations and the development of training materials.
Qualifications:
- Preferred - Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

- Certification of Acknowledgement – This position is in compliance with and monitors compliance (when applicable) of the mandatory requirements in Section 215.422, Florida Statutes, and Chapter 3A-24, Florida Administrative Code.
