SENIOR NETWORK SYSTEMS ANALYST

Your Specific Responsibilities:
This position is under the general supervision of the Assistant County Health Department Director. Complies with and monitors compliance (when applicable) with mandatory requirements in section 215.422, Florida Statutes, and Chapter 3A-24, Florida Administrative Code.
Responsible for overall, daily IT operations. Monitors systems, perform upgrades, and maintenance on servers, desktop and mobile computers. Consults with users and program management conduct information assessments to determine user needs, and to define network solutions.
Functions as network administrator and actively monitors WAN and LAN connections. Logs and reports problems to appropriate resources and participates in problem resolution by coordinating with DOH Customer Service Help Desk in Tallahassee and local IT staff. Establishes methods and procedures for use of the network systems including hardware, software, and Voice over IP (VoIP) communications devices. Works with established IT staff to ensure compliance and consistency with agency objectives.
Assures that network is compatible with existing applications and security requirements. Analyzes and resolves network hardware, software, and communication problems.
Conducts ongoing audits of network systems to monitor network and communications systems to ensure that they are effective in meeting agency needs. Writes and maintains up-to-date documentation for operational procedures, including continuity of operations IT plans.
Coordinates with management for acquisition and contracting of hardware, software, and information technology services, including maintenance.
Coordinates and ensures the implementation of policies, procedures and systems operations with support personnel.
Work with DOH Office of Information Technology, Enterprise Support Team to support mission critical enterprise solutions, included but not limited to Virtual Desktop Infrastructure, Enterprise Imaging solutions, Mobile Device Management solutions.
Information Security and Privacy Coordination -
Incumbent serves as the liaison between the State Security Administration Team and FDOH-Monroe; maintains knowledge of the Florida Statutes, Administrative Code, and DOH policies, protocols, and procedures relating to information security and privacy; coordinates the development and annual review and updating of local Information Security and Privacy procedures; works closely with FDOH-Monroe staff and Information Security Manager and HIPAA Privacy reviewing Officer to ensure a uniform approach to security and privacy at all local sites; ensures all new hires complete the Security and Privacy Awareness training prior to accessing confidential information; ensures all staff complete the refresher and Know Be4 Security Awareness trainings, and are aware of DOHP 50-10 Information Security and Privacy Policy; monitor adherence to procedures for secured areas and coordinates corrective actions as appropriate; monitor list of staff authorized to have access to confidential information and coordinated corrective actions as appropriate; ensures all information security and privacy and computer incidents are reported as Incident Reports as required by DOHP 5-6 and maintains incident reports and documentation of resolution of all suspected and confirmed breaches of security and confidentiality and follows retention schedule; effectively communicates the information to management and staff to ensure FDOH Monroe consistently adheres to Information Security and Privacy rules; and coordinates and participated in annual DOH IT Information Security and Privacy Risk Analysis and coordinates follow-up on corrective actions as needed.

Required Knowledge, Skills, and Abilities:
Knowledge
- Knowledge of LAN/WAN networks, Windows servers, desktop systems, and enterprise IT infrastructure.
- Knowledge of network security, HIPAA, Florida DOH policies, Active Directory, VDI, MDM, VoIP, and IT asset management.
- Knowledge of disaster recovery, continuity of operations, and IT documentation.
- Knowledge of disaster recovery, business continuity planning, and Continuity of Operations (COOP) procedures.
Skills
- Skilled in administering and troubleshooting network, server, desktop, and mobile systems.
- Skilled in resolving hardware, software, and network connectivity issues.
- Skilled in implementing information security controls, conducting system audits, and providing technical support.
Abilities
- Ability to manage enterprise IT systems and maintain secure, reliable network operations.
