Your Specific Responsibilities:

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
The Community Health Nursing Consultant (CHNS) at the Florida Department of Health in Osceola County (FDOH-Osceola) is a highly responsible administrative position reporting directly to the Senior Community Health Nursing Director (SCHND). The incumbent is a member of the Leadership Team and is expected to have a significant role in strategic planning, program evaluation, clinical operations, and policy and procedure development. The incumbent will exercise independent judgment in formulating or assisting in the formulation of policies and procedures that have significant impact in personnel administration. The incumbent will have leadership, administrative, budgetary, and performance responsibility for assigned departments, programs, and initiatives. This position requires direct supervision of nurses and other personnel of assigned programs.
The Community Health Nursing Consultant (CHNS) assists in the planning, directing, and implementation of integrated quality assurance and improvement-based initiatives that coincide with the FDOH-Osceola’s objectives. The incumbent supervises, monitors and evaluates the School Health Program, Clinic, and Lab to ensure programmatic effectiveness and efficiency. The incumbent in this position will implement corrective actions as necessary to guarantee that program goals are met. Stays abreast of current research related to nursing practice, social determinants of health, and other public health principles that could impact provided public health services.
This position exercises independent judgement in formulating or assisting in the formulation of policies and procedures that have significant impact in personnel administration. Plans one-on-one staff meetings, conferences (when applicable), continuing education opportunities, and trainings/in-services. Communicates work expectation and measurements of duties performed by staff reporting directly to this position. Provides opportunities for and encourages professional growth. Acts as a mentor for nursing staff to assist in succession planning within nursing leadership. Plans for future program growth and diligently monitors each program’s fiscal requirements. Provides budget oversight for all supervised programs. Reaches out to SCHND for fiscal guidance and keeps line of communication open with regards to budgetary needs. Manages and updates contracts both with and without fiscal implications.
Regularly communicates with outside partners about services provided and ways in which collaboration can serve the community. Manages student interns and volunteers from outside agencies according to contract requirements and FDOH-Osceola’s policies.
Provides nursing oversight during public health emergencies and participates in shelter training for the FDOH-Osceola. Maintains an annual Special Needs Shelter Registry call schedule to ensure that all clients on registry are contacted throughout the year to guarantee accuracy of registry. Orders supplies and medications for programs throughout the year and during health emergencies. The CHNS will fill in during the SCHND’s absence. Perform other duties as assigned.

Ability to provide direct patient care and treatment Ability to assess patients' progress and evaluate nursing care plans. Ability to work with patients having a variety of physical problems. Ability to develop nursing care activities for patient groups. Ability to plan, develop and conduct training programs. Ability to determine work priorities, assign work and ensure proper completion ofwork assignments. Ability to communicate effectively. Ability to establish and maintain effectiveworking relationshipwith others.

 

Qualifications:

Minimum -

  • Bachelor of Science Nursing degree
  • Three (3) years nursing experience
  • Three (3) years’ supervisory experience
  • Ability to work with culturally diverse and vulnerable populations to include HIV+, Men who have sex with Men, Lesbian, Gay, Bisexual, Transgender, and Questioning, Drug Users, Inmates
  • Ability to oversee programs offered to minors without parental consent

  • Willing to do emergency duty. Emergency duty may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats.

 

Preferred -

  • Experience managing public health programs
  • Experience with program reporting and audits
  • Experience with Florida Department of Health’s Health Management System (HMS)
  • Experience working with community partners
