Your Specific Responsibilities:
This ls a highly responsible Accounts Receivable Support position reporting to the Accounting Services Supervisor of the Florida Department of Health in Osceola County (FOOH-Osceola). The Incumbent in this position performs with minimal supervision, a wide range of moderate to complex administrative and bookkeeping duties which are broad in objectives. This position is subject to time constraints and must be performed with a high rate of accuracy. Key responsibilities include: 1) Posting Revenue, (2) Reviewing and approving Travel authorizations and reimbursements, 3) Preparing and issuing AR invoices; 4) Reconciling special accounts, 5) Other duties. The employee must be able to use independent judgment and initiative as well as interact professionally with clients, staff, and the public. This position may serve clients that speak only Spanish, Creole, or other languages. It may require performance of interpreter duties, if bilingual, or implementation of the Department's Limited English Proficiency Plan.
Essential functions are described as follows:
Posting Revenue:
a) Posts payments by recording cash, checks, Electronic Fund Transfers (EFT's) and credit card transactions into the Florida Accounting Information Resource (FLAIR) system in compliance with accounting policies and procedures.
b) Ensures that all collected revenues are accounted for by:
- Reconciling daily master cash report to the bank deposit slips,
- Posting daily entries from Florida Planning, Accounting, and ledger Management (PALM) system into FLAIR and submitting reconciled transactions to the Treasurer’s office tor verification.
c) Maintains revenue files and serves as Accounts Receivable records custodian.
d) Adheres to State and local policies and procedures to ensure accurate and timely submission of revenue.
Reviewing and Approving Travel Authorizations and Reimbursements
a) Train employees to submit travel authorizations and reimbursements In State Travel Management System (STMS).
b) Assists FOOH-Osceola staff with the completion of Travel Advance Requests.
c) Reviews all travel requests for accuracy and approves submitted travel authorizations and reimbursements.
Preparing and Issuing AR Invoices:
a) Works closely with program managers/supervisors to issue accurate Invoices to customers for services
rendered.
b) Ensures that all outgoing Invoices are Issued on FOOH-Osceola's adopted template and properly numbered with a combination of level 4 (L4) and Expansion Option (EO) to facilitate segregation and tracking.
c) Maintains, monitors, and updates the FOOH-Osceola's Manual Invoice Processing Platform accordingly.
d) Maintains electronic file copies of all AR Invoices In general J: drive.
e) Facilitates payment of invoices due by sending bill reminders and contacting customers.
Reconciles special account(s) and warrants:
a) Manages Special account invoices paid by central office.
b) Works closely with program managers/supervisors to ensure associated services were received in accordance with
the contractual terms and conditions.
c) Submits reviewed and signed invoices as an upload to Axiom I Finance and Accounting (F&A) invoice during monthly reconciliation.
d) Matches FLAIR vouchers to warrants received, upload check copies in Axiom and verifies vouchers to close them out
in Axiom. Sends out warrants/checks to vendors promptly.
e) Notifies the Accountant of any unpaid vouchers that reaches the 10-day aging point.
f) Responds to vendor Inquiries
Other Duties:
a) Maintains a working knowledge of Accounts Receivable Processes and Policy.
b) Accomplishes accounting and organization mission by completing related task1 ill needed.
c) Performs other duties as assigned by supervisor.
d) Complies with and monitors compliance (when applicable) of the mandatory requirements in Section 215.422, Florida
Statutes, and Chapter 3A-24 Florida Administrative Code (Prompt payment).
Required Knowledge, Skills, and Abilities:

Qualifications:
Minimum -
- A current Florida Department of Healh (FDOH) employee
- High School Diploma or G.E.D
- Willing to perform emergency duty during disasters before, during and/or beyond normal work hours or days
- One or more years of verifiable accounting experience
- One or more years of verifiable data entry experience
- One or more years of verifiable customer service experience
- Intermediate level Excel skills
- Reliable transportation and willing to travel locally

- Willing to lift, carry, and move objects each weighing approximately 5-50 pounds
