This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department's Drivers Record Requirements Policy. An unacceptable driving record is defined as any of the following:
- three (3) or more moving violations in the past 3 years that accumulate 3 or more points per violation;
- any 2 convictions of reckless driving in the past 3 years;
- a suspension or revocation of the driver license for moving violations in the past 3 years; and
- a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction in the past 4 years

POSITION DESCRIPTION: Supervises employees by communicating with, motivating, training and evaluating employees, and planning and directing employees’ work. Fosters a work environment that encourages teamwork, respect, integrity, innovation, and a desire to excel. Manage the administration of work performed on highway and bridge construction projects in accordance with the construction contract, policies, procedures and rules of the Florida Department of Transportation. This function is accomplished through leading, directing, planning and managing the overall activities of the Project Management Program Office. Performs reviews of policies and procedures to identity problem areas and implements necessary improvements to maximize efficiency and effetiveness. This position requires registration as Professional Engineer as stated in Chapter 471, Florida Statutes (FS). This position has financial disclosure responsibility in accordance with Section 112.3145 FS.
Manage, plan, administer, and oversee the Corridor Program Office’s design/construction resources (e.g. budget, manpower, equipment, etc.) to accomplish Department goals and objectives. Oversees the preparation of the Corridors Program - Project Management Program Office annual legislative budget requests, budget allocation, and the monitoring of certified and carry forward funds. Manage employees in accordance with Department procedures.
Ensure detailed review, analysis, and resolution of consultant/contractor issues, supplemental agreements, claims, and time extensions. This involves coordination with all levels of the Department to retain uniformity in the decision process with Design/ Construction on a statewide basis. This task requires direct coordination with the Office of Design/Construction and Department’s legal staff in the District(s), Turnpike Enterprise (TPKE) and Tallahassee. Represent the Department in Court or Arbitration if a settlement cannot be reached.
Manage the procurement of Design Consultants Contracts, Consultant Construction Engineering and Inspection (CCEI) and Design Build Construction contracts in conjunction with the Corridor Program Office, the Districts'/TPKE Procurement, Contract Administration Offices and Central Office. Make recommendations concerning the selections of Design consultants, CCEI consultants to the Selection Committee.
Serve as primary liaison with Central Office, Federal Highway Administration (FHWA), and State Materials and Research Office on technical matters relating to Design/Construction and continual monitoring of effectiveness and efficiency of work effort. Coordinate the exchange of information between Corridor Program Office, the Office of Maintenance, the Office of Design, the Office of Construction, Central Office, TPKE and Districts. Serve on statewide committees as a representative of the Corridor Program Office and/or peer groups.
Monitor the progress of design/construction projects and periodic checking of status of projects behind schedule, makes decisions relevant to consultant/contractor's delinquency status which can result in suspension of bidding qualifications.
Responsible for the review of all design plans and specifications for constructability and establishment of construction contract time. Conducts review of Corridor Program Office’s Work Program to identify projects as candidates for alternative/innovative bidding methods.
Responsible for updating and implementing Corridor Program Office’s Project Management Program Office business plan and monitoring the field offices business plans.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of civil engineering design and construction techniques, terminology, and principles; Knowledge of Florida Department of Transportation (FDOT) specifications for road and bridge construction; Knowledge of the department’s personnel policies and procedures; Skilled in negotiation techniques related to construction and consulting contracting; Skilled in project management of construction engineering and inspection services; Skilled in the interpretation of construction contracts, plans, and specifications; Skilled in use of computer applications such as microsoft products; Skilled in handling sensitive and confidential personnel issues; Ability to interpret state and federal legislation, rules, and policies related to construction program; Ability to analyze and interpret data and solve technical problems; Ability to communicate technical information verbally and in writing; Ability to establish and maintain effective working relationships with others; Ability to supervise, motivate, develop, lead, manage and work with diverse groups of people; Ability to prepare, manage and monitor budget; Ability to evaluate claims submittals for entitlement and quantum.
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registration as a Professional Engineer in accordance with Chapter 471, Florida Statutes.
OTHER JOB RELATED REQUIREMENTS: While on-duty status, the position's incumbent may be required to drive a state owned or leased vehicle to perform the duties of this position. Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team. Responsible for adhering to the provisions and requirements of section 215.422, F.S., related State Comptroller’s rules, and Department of Transportation’s invoice processing and warrant distribution procedures. This position requires a level I background check. Requires a Class E driver license.
