Project Delivery Administrator with the Corridors Program Office/Project Management Program Office, Project Management Administration Office.

 

This position will manage the activities of the Project Management Administration Office.  Planning and directing the activities of several functionalities of design and construction projects.

Your Specific Responsibilities:

This position manages the Project Management Administration Office. Motivates employees to improve the quality and quantity of work performed. Plans workloads, establishes deadlines, sets objectives, and evaluates use of time. Trains subordinate employees in methods of performing assigned duties effectively and efficiently. Supervises employees by communicating regularly, motivating, training, evaluating, planning and directing employees' work. 

 

Plans and directs the activities of subordinates to ensure functions are performed according to Department specifications, procedures, and contract documents. These functions include constructability and biddability plan reviews, utility work schedule reviews, alternative contracting development, claim analysis and negotiations, establishing contract time, reviewing Critical Path Method (CPM) schedules, contractor pre-bid questions, supplemental agreement processing, contractor sublet review and approvals, Construction Quality Assurance activities, specification and design standard reviews, Dispute Review Board (DRB) process, contract execution and notice to proceed process, development of the Production/Operations Meeting (POM) agenda, management of Construction’s General Engineering (GEC) contracts, management of the Plans and Claims Review contract, Disadvantaged Business Enterprise (DBE) program, Affirmative Action/Equal Employment Opportunity (AA/EEO), On-the-Job Training (OJT) program, and the overall Labor Compliance program . Provides timely feedback on performance and ensures proper training opportunities are available for employees. Reviews design/construction projects to ensure proper administration of the contract in accordance with the plans, special provisions, specifications, and current Departmental procedures which may require travel. Renders interpretations of procedures and specifications in regard to the specific contract requirements. Disseminates information concerning changes or new developments with specifications, procedures or construction techniques and materials.

 

Provides guidance and monitors effectiveness of the field plan review process to be implemented with greater coordination during design phases, utility processes, and construction projects to reduce time and cost impacts. Works with various FDOT departments to formulate and implement solutions and system tracking processes to mediate issues utilizing information obtained through the plan review process with emphasis on site field review coordination. As a result, constructability issues will effectively be addressed by all the various departments to eliminate claims impacts relating to utilities, Maintenance of Traffic Phasing, construction phasing, and other potential aspects.

 

Provides recommendations for approval of supplemental agreements, time extensions, and all other contract changes, along with other Project Management Program Engineer decisions, which are required by the Department’s specifications and procedures. Determines Federal Aid Participation for all contract changes on Federal Aid Delegated Projects.

 

Reviews and approves all Dispute Review Board DRB position statements, position papers and rebuttal papers. Meets with contractors, property owners, utility representatives, government officials and the general public to resolve problems.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Knowledge and ability to use construction specific applications and computer software including spreadsheets and critical path method scheduling.
  • Knowledge and ability to review, negotiate and make recommendations on construction contract claims.
  • Knowledge of effective leadership, management and supervisory practices and the ability to apply these practices to diverse groups of people.

Ability to:

  • Ability to comprehend and interpret highway and bridge construction plans, specifications, construction project administration manual (cpam), critical path method schedules and contract documents.
  • Ability to establish contract time on highway and bridge projects.
  • Ability to communicate with others effectively both orally and in writing.
  • Ability to analyze and interpret engineering data.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to supervise employees.

 

Other Job-Related Requirements:

  • While on duty status, the incumbent of this position may be required to drive a state owned or leased vehicle to perform the duties of the position. Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team.
