The Work You Will Do:

This position will assist the Project Management Engineer with Consultant Construction Engineering Inspection (CEI) project activities as required by the Corridors Program Office. This could include but not limited to system planning, multi-modal planning, NEPA, highway design, drainage and permitting, traffic operations, transportation systems management and operations (TSM&O), construction, and express lanes.

Your Specific Responsibilities:

Assist the Project Management Engineer with Consultant Construction Engineering Inspection (CEI) project activities as required by the Corridors Program Office. This could include but not limited to system planning, multi-modal planning, NEPA, highway design, drainage and permitting, traffic operations, transportation systems management and operations (TSM&O), construction, and express lanes. 

Executes field plan review process during the design phase, and for construction projects. Conducts quality assurance field reviews of construction projects to ensure conformity with plans and specifications. Performs periodic inspections (day and night) on a representative number of projects (In-House and Consultant Construction Engineering and Inspection (CCEI)) in each center. Advises project administrators of necessary revisions to correct deficiencies. Conducts quality assurance field reviews of inspection staff utilizing the Quality Assurance/Quality Control (QA/QC) critical guide lists on a number of projects. Attends design scoping, phase review, utility coordination, and other meetings. Provides comments at all phases of design concerning biddability, constructability and maintenance of traffic. Coordinates the resolution of construction issues with the Engineer of Record and the Design Project Manager and escalates unresolved issues as needed.  

Identify needs and provide consultant resources by coordinating with the staff and prioritizing needs. Perform related functions including authorizing work orders and approval of invoices.  Provide Quality Assurance for the (CEI) operations to ensure compliance with CEI contract documents, CEI grading, CEI Evaluations, Department procedures, and coordinating related activities between the Department and the Consultant CEI. Responsible for coordination, development and management of CEI consultant work orders for the CEI contracts and responsible for reviewing and approving the CEI monthly invoices. Responsible for processing vendor invoices as required.

Oversees processing and execution of all Contingency Supplemental Agreements and Field Supplemental Agreements on road and bridge construction projects in accordance with Construction Project Administration Manual (CPAM). Prepares encumbrance of funds, completes additional required pages and/or forms, performs a final review of the complete package for accuracy, and prepares the package for final submission. Reviews the Ad-Hoc Report System (Construction Dashboard) for change order and pay item discrepancies for Supplemental Agreements and Work Orders. Inputs required data into the Contract Change Tracking System (CCTS) in Site Manager as obtained from the CCTS forms to resolve the Discrepancy Reports, while also reviewing the reason codes for accuracy.

Develops tentative construction schedules recognizing overlapping activities, to determine how much contract time is needed, and what conditions control. Identifies specific critical milestones to be accomplished within the contract. Computes allowable contract time, and indicates any special provisions to be included, to the Production division for inclusion in the construction contract plans package.  

Receives, reviews and makes recommendations for approval/disapproval of documents such as Engineering Analysis Reports, Disposition of Defective Materials, etc.  

Answers questions from the general public pertaining to projects under construction. 

 

 

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Knowledge of FDOT Construction Project Administration Manual (CPAM).
  • Knowledge of project engineering, scheduling, and management
  • Knowledge of engineering principles and applications
  • Knowledge of the concepts, terminology, principles of road and bridge construction and maintenance.
  • Knowledge of Florida Department of Transportation Standard Specifications for road and bridge construction

Skills in:

  • Skilled in computer software applications
  • Skilled in utilizing problem-solving techniques

Ability to:

  • Ability to communicate effectively orally and in writing.
  • Ability to effectively communicate (orally and in writing) with contractors, FDOT and the public.
  • Ability to read and interpret construction plans and contracts.
  • Ability to organize and maintain files.
  • Ability to read and interpret roadway and traffic design standards.
  • Ability to organize, plan, and conduct various meetings; Knowledge of project engineering, scheduling, and management; Knowledge of engineering principles and applications

 

Licensure/Registration/Certification Requirements:

  • This position requires certification in Final Estimates Level I and Level II through the Construction Training Qualification Program (CTQP). Must obtain within 1 year (if offered within that timeframe, if not will extend one more year)

 

 

Other Job-Related Requirements:

  •  While on-duty status, the position's incumbent may be required to drive a state owned or leased vehicle to perform the duties of this position.  Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team.

 

Minimum Qualifications:

  • A high school diploma or its equivalent; 2 years’ experience in a related field can substitute for the high school diploma or equivalency.
