POSITION DESCRIPTION: Supervises and directs subordinates in the coordination and implementation of right of way acquisition activities. Supervises and coordinates the review and audit of work products produced by subordinates to ensure accuracy and compliance with state and federal regulations as well as Florida Department of Transportation (FDOT) and Federal Highway Administration (FHWA) operational procedures for right of way acquisition. This duty may require the approval of vendor invoices.
Provides information and answers numerous questions on acquisition matters raised by private citizens and local officials. Ensures attendance to all relevant public hearings as required by 23 Code of Federal Regulations. Reviews and provides district input regarding acquisition policies and procedures submitted by Central Office Right of Way staff and the Forms and Procedures office.
Reviews the preparation of suit information for filing condemnation suits.
Oversees the input of accurate and timely acquisition data into the Right of Way Management System database. Provides technical assistance and review in acquisition matters for other agencies and department consultants.
Trains District Right of Way personnel regarding acquisition policies and procedures.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge and understanding of 49 Code of Federal Regulations (CFR) Part 24 (Uniform Act), relating to real property acquisition and relocation assistance.
- Knowledge of quality assurance planning for the acquisition and relocation assistance program.
- Knowledge of real estate principles and practices.
- Skilled in effectively communicating orally and in writing.
- Skilled in the use of personal computers, including a working knowledge of Word processing and spreadsheet software.
- Ability to effectively plan, organize, and work independently.
- Ability to establish and maintain good working relationships with others.
- Ability to identify training needs, and to develop and present effective acquisition and relocation training.
- Ability to implement a quality assurance plan for the acquisition and relocation assistance program.
- Ability to be self-directed and skilled in problem solving.
- Ability to understand and interpret real estate appraisals and right of way maps.
- Ability to supervise.
OTHER JOB RELATED REQUIREMENTS: This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller’s rules and the Department of Transportation invoice processing and warrant distribution procedures. This position will be required to respond before, during and after emergency situations.
