POSITION DESCRIPTION:
Assist in administering the District’s Consultant Construction Engineering and Inspection (CCEI) program in accordance with policies, procedures and rules of the Florida Department of Transportation.
Assist in the procurement of consultant services. This includes the development of the CCEI Work Program, preparation of Scopes of Services and preparation of Cost Estimates.
Coordinate the preparation of Supplemental Amendments and Time Extensions on consultant contracts to cover unforeseen problems during construction of a project. Coordinate funds approval of necessary modifications to the CCEI contract. Evaluate requests with construction personnel to confirm need and scope of additional services.
Develop and maintain tracking and filing systems for all consultant files including contracts, invoicing, performance evaluations, pending contract changes. Consults with construction personnel to ensure compliance with statutory and procedural requirements.
Monitors CCEI contract invoices for status of remaining funds in contract and performance evaluation submittals. Investigate and assist construction personnel in resolving problems associated with invoice payment.
Assist in writing task work orders, review funding, audit work orders and process payments on Continuing Services contracts. Consult with appropriate staff to resolve issues related to these contracts.
Provides advice and assistance concerning questions and disputes which may arise regarding CCEI contracts. Collect, evaluate and analyze data to address issues.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of methods of compiling, organizing and analyzing engineering data.
- Knowledge of problem-solving techniques.
- Skilled in common computer applications to include word processing, spreadsheet, database, or mainframe programs.
- Skilled in reviewing data for completeness and compliance with applicable rules and procedures.
- Ability to process all documents related to the administration of CCEI contracts.
- Ability to communicate effectively both verbally and in writing with consultants on major engineering issues.
- Ability to plan, organize, and coordinate multiple work assignments to ensure proper completion.
- Ability to operate independently and to make decisions.
- Ability to establish and maintain effective working relationships with others.
- Ability to analyze and interpret engineering data.
OTHER JOB RELATED REQUIREMENTS:
May be required to respond before, during and following emergency situations.
MINIMUM QUALIFICATIONS:
A high school diploma or its equivalent; 2 years’ experience in a related field can substitute for the high school diploma or equivalency.
