Hiring Salary Range: $2,213.11 - $2,864.02/Biweekly Range

Your Specific Responsibilities:
Performs advanced engineering work in system management and analysis with regard to Maintenance contracts in the District. Serves as a liaison to the Operations Centers and other interdepartmental offices to coordinate contract efforts for the Operations Centers. Manages the active E contracts which includes but is not limited to: Final Evaluations, Supplemental Agreements, and related correspondence.
Manages Maintenance Contract program funds for E contracts by preparing Work Program Change Requests in Project Suite (PSEE) and Work Program Email Request forms. Prepare Encumbrance request and enter into the Contract Funds Management System (CFM) and Florida Accountability Contracts Tracking System (FACTS) for processing. Researches and checks contract balance issues in the Florida Accounting Information Resource (FLAIR) and FLAIR Information Delivery Options (FIDO) systems. Responds to Five Year Certified Forward Report, 24 Month Non-Activity Report, Expired Encumbrance Report and the Outstanding Encumbrance Report. Analyzes the financial management MADDOG report to prevent roll forward and resolves any corresponding issues.
Analyzes and resolves issues related to the Trns*Port system including Site Manager (SM) and the Project Estimate System (PES). Serves as the Application and Security Coordinator for Site Manager and analyzes and resolves issues related to the maintenance contracts side of the Maintenance Management System (MMS). Provides technical support to Operations Center contract personnel and District Maintenance staff upon request. Ensures all computer related data entry aspects of District Contracts is entered accurately.
Assists and trains Operations Center and District Maintenance personnel via telephone, site visits and group meetings. Provides current and up-to-date contract information to Maintenance Contract Personnel. Responds timely and accurately to requests and inquiries.
Analyzes and investigates all Final Contractor Field Performance Reports and the established Contractor Final Rating Score. During this process, concentration is specifically on ratings below 80 and are considered to be critical issues by the Department. Coordinates with the applicable Operations Center regarding any discrepancies and/or questionable scores and/or comments on the Performance Report. In addition, resolves invoice problems and contractor issues.
Participates in Quality Control checks of Operations Center's contract administration. This includes but is not limited to running CONQAR reports and performing documentation reviews at the local office.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of maintenance contracts and skill in applying procedures to work assignments.
Skills in:
- Skill in the technical aspects of the transport system including SiteManager and Project Estimating System (PES).
- Skill in creating spreadsheets in excel and documents in Word.
- Skill in working in department programs such as FM System, FLAIR, FACTS, FIDO and other contract and financial accounting programs.
- Skill in providing customer service.
- Skill in organizing records and handling multiple tasks and interruptions.
- Skill in planning and organizing work assignments.
- Skill in communicating effectively, both verbally and in writing.
- Skill in communicating technical and legal information effectively, both verbally and in writing.
Ability to:
- Ability to negotiate with contractors and municipalities.
- Ability to develop training plans and materials and to communicate training materials to technical and non-technical staff.
- Ability to handle multiple tasks and to independently plan, coordinate, complete and track the status of assignments.
- Ability to meet deadlines.
Other Job-Related Requirements:
- To be in compliance with the District Two Loss Prevention Program, the Florida Department of Transportation Loss Prevention Procedure and be aware of reducing personal injury and vehicular accidents.
- Due to the nature of this position, the incumbent must respond to emergencies when necessary.
Minimum Qualifications:
- High School Diploma or Certificate of High School Equivalency.
