Your Specific Responsibilities:
Supervises, plan, organize, coordinate and assign work to direct reports. Motivates and evaluates employees on the performance of their duties and approves leave requests. Provides procedural and technical training. Participates in applicant selection and hiring process. Supervises employees by communicating regularly, motivating, training, evaluating, and planning and directing employees work.
Implement procurement processes necessary to acquire professional services contracts; coordinate and supervise the contracting and administration processes needed to meet professional services contracting requirements. Communicate consultant’s issues to immediate supervisor. Guides project/contract managers on proper contracting processes. Advise with the preparation and maintenance of the Consultant Acquisition Plan. Verify availability of funding with appropriate sources at time of advertisement and execution. Confirm the responsiveness of consultants’ letter of response or technical proposals in response to advertisements or request for proposals. Oversee the preparation of the request for proposal document. Oversee the preparation of shortlist and final selection packages. Oversee that negotiations are handled in accordance with procedure and manuals. Implement and monitor quality control processes for contracts, amendments and procurement documents.
Oversee the coordination and schedule of Technical Review Committee meetings, Selection Committee meetings, scope of services meetings, presentations and oral interviews, negotiations and debriefing meetings in accordance with procedure. Participates in statewide meetings, conferences and training, as required, to perform job responsibilities.
Participate in procedure reviews and changes by independently reviewing and interpreting new and existing procurement policies/procedures. Coordinate the implementation of quality assurance review recommendations to existing processes, as applicable.
Serve as the District Consultant Invoice Transmittal System (CITS) Administrator, grant CITS access to project/contract manager, Financial Services and Procurement Services staff. Monitors status of errors in cost redistribution tables. Advises project/contract managers and consultants on the resolution of CITS issues.
Oversee and ensure that contract activity, documentation and information are timely and accurately recorded into the various business data management systems, as required, i.e. Procurement Development Application (PDA), CITS, and the Florida Accountability Contract Tracking System (FACTS).
Coordinate procurement and administrative actions with the Department’s Equal Opportunity Office to encourage utilization of qualified Disadvantaged Business Enterprises (DBE), Minority Business Enterprises (MBE) and small business firms.
Assist with coordinating and presenting regularly scheduled meetings designed to inform vendors how to do business with the department. Assist in establishing work unit objectives and action plans. Participate and provide administrative and outreach support services that result in utilization of qualified DBE, MBE and small businesses.
Participate in contract mediation and protest settlement actions by compiling, organizing and submitting protest information as directed. Participates in good faith effort committee meetings and depositions regarding protests as required. Coordinate and provide status of protest information to Florida Department of Transportation staff and appropriate contractors as required.
