Your Specific Responsibilities:

 Review Construction work sites to ensure environmental compliance objectives and commitments are implemented and being met; Establish and maintain a file for all permits, reports, and violations of environmental compliance, commitments and/or hazardous materials coordination. Maintains a reference file relevant to hazardous materials and wastewater coordination. Monitor the contractor's project bulletin boards for compliance with the Endangered Species Act, environmental permits and other contract requirements. Monitor the requirements for wetland impacts and mitigation to ensure permit compliance. Apply engineering principles, knowledge, and judgment in solving technical problems in construction. Coordinates with all parties to acquire a critical understanding of construction issues in order to provide effective solutions.

 

Serve as the environmental liaison for District Construction while providing support to the residency offices and other internal departments when necessary. Attend meetings during the construction phase to serve as liaison between the Contractor and the Department to ensure proper environmental compliance is implemented and being met. Review environmental submittals from Contractors to ensure environmental compliance. Monitor the contractor's adherence to the requirements and special conditions of their Environmental Permits. Ensure the contractor is in accordance with Contract Documents and Federal/State law. Ensure the proper notification has been rendered to the appropriate agencies involved.

 

Attend project meetings during design phases. Serve as liaison between Design and Construction to ensure appropriate design features and details are in the contract plans. Ensure the implementation of commitments, permit conditions, erosion control methods, etc., for environmental and occupancy permits, as needed. Evaluate Federal and State Environmental Laws and Regulations in order to assess their impact on District Construction work program and assures compliance. Serve as liaison with the District Permit coordinator for permitting construction supplemental agreements.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Knowledge of FDOT Design Standards and Standard Specifications for Roadway and Bridge Construction.
  • Knowledge of the environmental, ecological, and biological sciences, including wetlands and protected species.
  • Knowledge of the regulations affecting compliance with National Environmental Policy Act (NEPA) and the NEPA Process.
  • Knowledge of state and federal environmental permitting and regulations for all environmental permitting agencies.
  • Knowledge of permitting for National Pollutant Discharge Elimination System (NPDES) and NPDES process.
  • Knowledge of erosion control methods and materials for road and bridge construction.

Skills in:

  • Skilled in use of Microsoft Word, Excel, and PowerPoint. Ability to read and interpret Construction Contract plans.

Ability to:

  • Ability to conduct field reviews on construction projects and other areas of interest in uneven terrains, and for extensive periods of time to determine environmental compliance.
  • Ability to plan, organize, track and execute multiple work assignments.
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate professionally, both verbally and in writing.

 

Other Job-Related Requirements:

  • This position requires a valid Class E drivers license. This position will be required to respond before, during and following emergency situations.
  •  

Minimum Qualifications:

  • A high school diploma or its equivalent. Two years of experience in a related field can substitute for the high school diploma or equivalency.

 

This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following:

  1. three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
  2. any two (2) convictions of reckless driving in the past three (3) years;
  3. a suspension or revocation of the driver license for moving violations in the past three (3) years; and
  4. a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.

 

Your driving record will be reviewed and the status of your driver license confirmed.
