Your Specific Responsibilities:

This is a managerial position requiring knowledge in the areas of labor compliance laws, civil rights programs, Equal Opportunity Laws, on-the-job training, transportation systems, construction techniques, methods, management, and administration. The incumbent is responsible for the administration, supervision, and execution of the District Construction contractors' Equal Employment Opportunity requirements. This position is required to administer and oversee four (4) separate Resident Construction offices. This position also serves as liaison to provide for interfacing with the contractor regarding contract function relating to Equal Employment Opportunities/Disadvantaged Business Enterprises/On-The-Job Training (EEO/DBE/OJT) issues.

Oversees employee by communicating regularly, motivating, training, evaluating and planning and directing their work. Plan and direct the activities of the District Construction Compliance Office to ensure the Department's policies, procedures and guidelines associated with the external Equal Employment Opportunities Affirmative Action Program are adhered to. Assist with investigations of external Equal Employment Opportunities sexual harassment, age, disability, and any other Title VI complaints. Assist the District VI Coordinator in monitoring and reporting the Department's compliance with Title VI and related statutes.

Monitor performance of the employees working under the Department's Compliance Consultant Contract as Resident Compliance Specialists by offering counseling and advising them of deficiencies. Oversee semi-annual in-depth reviews of all resident offices to ensure the accuracy of the record management system in place.

Coordinate, counsel, train, and monitor the Department's Construction Engineering and Inspection (CEI) Consultants to ensure the EEO, DBE and OJT Programs are properly administered and adequately controlled by the Consultant.

Oversee contractor payroll violations throughout the District. Act as advisor in the evaluation of DBE contractors as they relate to the sublet approval process. Oversee the audits of actual work to ensure DBE participation as specified in the contract is actually performed by the minority contractor.

Coordinate the investigation of construction equipment used by DBE to ensure ownership or lease contract is used by the DBE. Review construction contractor documents to determine whether the prime contractor is making reasonable progress in satisfying the DBE requirements for the contract. Coordinate and prepare for periodic investigation reviews by the Tallahassee Minority Programs Office and assist on informal audit investigations.
