Your Specific Responsibilities:
Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating subordinate employees to improve the quality of work performed. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recalls, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, workflows, deadlines, objectives and time utilization with employees. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks. Supervises and directs the overall daily activities of the Program Services unit, including overseeing the development of all production schedules with department managers, project managers, and other responsible persons. Provides support in resolving problems, establishing work, and scheduling priority deadlines. Communicates on a regular basis with employees both individually and in staff meetings to provide feedback and motivation.
Manage activities associated with tracking and maintaining project schedules. Initiate measures and processes which ensure that production goals are properly established, production schedules are properly managed, and production accomplishments are properly measured and reported. Oversee the creation and maintenance of Primavera logic-based templates and schedules for all projects within the Five-Year Work Program. Train and support District staff regarding the use of scheduling tools. Implement and maintain a quality control element within the District Scheduling system to be used by management and staff to target improvement areas. Oversee Production Management for the District, including managing the agenda package for the local agency program (LAP), construction lettings, and consultant acquisition, serve as the liaison between the District and Central Office regarding production commitments, including the provision of various reports needed by management to plan and track the prosecution of work. Oversee the districtwide deployment, coordination, and training for scheduling and web services, including web pages and applications for Project Suite Enterprise Edition (PSEE) and Primavera software. Oversee the coordination of Geographic Information Systems (GIS) functionality and web applications for the District.
Oversee the preparation of pre-construction activities associated with project scheduling to support the Department’s Five-Year Work Program. Conduct regular meetings with subordinates to maintain project schedules which include both the time and resources needed to successfully accomplish the project from creation in the work program to contract letting.
Oversee the consistent implementation and use of project controls for projects in the Five-Year Work Program.
Assist in the development, implementation, and monitoring of the Office’s business plan. Develop and coordinate implementation of product monitoring techniques, project control systems, and quality assurance / quality control (QA/QC) processes for the unit.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of concepts, terminology and development process of Transportation projects.
- Knowledge of project engineering, scheduling and management skills.
- Knowledge of supervisory practices and principles.
Skills in:
- Skill to coordinate the scheduling of projects in the Department’s Work Program.
- Skilled in Microsoft Office Suite or applications such as Work, Excel, Access, Power Point and SharePoint.
Ability to:
- Ability to establish and maintain courteous and effective working relationships with others.
- Ability to independently research, plan, coordinate and complete technical assignments.
- Ability to handle multiple assignments.
Other Job-Related Requirements:
- Required to respond before, during and following emergency situations.
