POSITION DESCRIPTION:  Serves as Construction Scheduling Engineer in the District Construction Office performing advanced engineering work ensuring uniform methodology for establishing contract durations on Department of Transportation construction contracts. Establish contract time duration based on Department approved policies, procedures, and established industry or Department production rates. Contract time to be initially developed during Phase III design review when the Contract Estimating System is sufficiently loaded to determine production rates.  Final duration will be set once Trns*port and Utility Agreements have been finalized. Directs and supervises employees by communicating regularly, motivating, training, evaluating, and planning and directing employee's work.

 

Assist consultant designers in establishing construction duration.  Perform quality assurance (QA) of construction duration set by consultant designers.

 

Review and/or assist construction resident offices in analyzing contractor submitted schedules throughout the contract duration for conformance with contract documents.  Evaluate the schedule for logic, durations, resource loading, relationships, contract changes, etc.   Provide timely analysis and responses.

 

Prepare and/or assist construction staff in the evaluation of matters related to contract time including time extensions, construction claims, Dispute Review Board matters, and litigation.

 

Develop and provide training to construction resident offices on an established frequency.   Training  provided to include lessons learned, specification updates, and use of scheduling software including Primavera.

 

KNOWLEDGE, SKILLS AND ABILITIES:  Knowledge of: advanced math to include basic algebra, trigonometry and geometry; contract pay items and their uses; road and bridge construction; concepts, terminology, principles and analytical techniques of an engineering specialty area. Skilled in: application of engineering quantitative techniques; reading and interpreting plans and specifications. Ability to: communicate technical information effectively, both verbally and in written form; effectively communicate with subordinates and field personnel concerning all facets of contract administration; work with others within a work unit; supervise.

 

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registration as a Professional Engineer in accordance with chapter 471, Florida Statutes
