Your Specific Responsibilities:
Supervise and direct employees, including communicating regularly, motivating, and planning employees' work. Participate in applicant selection and hiring process for the Specifications sub-section. Provide employee orientation, training, counseling, and disciplinary actions and prepare employee performance evaluations for direct reports. Review and evaluate employees in all phases of their work and provide regular job performance feedback. Manages all aspects of Specifications sub-section.
Track and monitor production of specification packages and final plans within the District and ensure they are produced on schedule. Provide support in resolving specifications and final plans issues, establishing subordinate work priorities, and scheduling deadlines to ensure staff workloads and resources are well balanced. Perform technical assignments related to all aspects of specification preparation and final plans reviews within the District. Assist the Plans, Specifications, and Estimates (PS&E) Manager in activities related to specifications preparation and final plans review. Assist the PS&E Manager with the ensuring PS&E packages are delivered to Central Office Final Plans and District Contracts by the established deadlines. Direct the overall daily activities of the District Specifications Section in the production, compilation, and review of all District specification packages and final plans. Determine and verify that the proper standard specifications, special provisions, modified special provisions (MSP), supplemental specifications, developmental specifications, and technical special provisions (TSP), that are required in conjunction with the plans, properly describe the work and are included in the specification package for all state, federal, and district contracts within the District's area of responsibility. Supervise staff in the development, review, routing process, and direct responses of all MSP’s and TSP’s for compliance with the Specifications Handbook and for potential conflicts between MSP/TSP content and the plans & specifications. Determine and verify that final plans packages are in compliance with FDOT manuals, policies, and procedures prior to project delivery to Central office or the District office for letting.
Works with the State Specifications Engineer, Central Office Final Plans, and District Contracts to resolve discrepancies pertaining to specifications and final plans as reported. Actively participates in the Standard Specifications Development process by reviewing specifications posted on Industry Review and making comments as appropriate. Coordinate and provide assistance as necessary, to other units including, but not limited to, District Design, District Maintenance, District Construction, District Environmental, and Legal Offices regarding alternative contracting methods, project specific requirements, and general process improvements.
Ensure that Quality Assurance of in-house and consultants prepared specifications packages and final plans are in accordance with standards, procedures, policies, formats, and guidelines as set by the Florida Department of Transportation (FDOT) and Federal Highway Administration (FHWA). Coordinate quality assurance reviews (QARs) conducted periodically by Central Office.
Analyze, interpret, and stay informed of changes to the FDOT design criteria, procedures, policies, and guidelines as set forth by the FDOT and FHWA with special emphasis on specifications and final plans as it relates to transportation projects. Disseminate changes and provide consistent, predictable, and repeatable guidance in the interpretation of modifications with in-house staff, contractors, and consultants.
Coordinate with the State Program Management Office as necessary to support District training needs. Attend Specifications and Estimates workshops and training sessions as offered. Utilizing planned and on-the-job training, ensure staff has the necessary knowledge, skills, and abilities to teach others in order to provide support in the preparation of specification packages and final plans. Provide procedural and technical training as required.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge, skills and abilities, including utilization of equipment, required for the position: Knowledge of Florida Department of Transportation (FDOT) Standard Specifications, Technical Special Provisions, and Developmental Specifications.
- Knowledge of standards and practices used by FDOT for construction contracts.
- Knowledge of the concepts, terminology, principles and analytical techniques of highway design.
- Knowledge of basic management/supervisory principles and practices.
Skills in:
- Skill in Microsoft products such as Word, Excel and PowerPoint.
- Skill in communication, including verbal, written and active listening.
Ability to:
- Ability to read and interpret engineering design plans and specification packages for accuracy and quality while simultaneously identifying conflicts between plans and specifications.
