Your Specific Responsibilities:
Oversees field inspections and the accumulation of information necessary for feasibility studies, cost estimates and preliminary engineering reports to ensure corridor location and design concept acceptance leading to the implementation of the District’s Project Development and Environmental office’s production schedules and responsibilities. Manages and assists department staff with Project Development & Environment (PD&E) Studies. Reviews and creates PD&E documents and roadway plans for consistency with the standards of the PD&E Manual, FDOT Design Manual (FDM), Manual of Uniform Traffic Control Device (MUTCD), and American Association of State Highway Transportation Officials (AASHTO) Guidelines. Perform engineering analysis and technical engineering reviews, while considering socio-economics and environmental impacts, costs, right-of-way requirements, traffic patterns, maintenance of traffic, safety, operational characteristics, permitting issues, and other pertinent factors. Participates in public involvement activities, including attendance at public meetings as well as preparation of displays and literature. Notifies Supervisor of all scheduled delays, and coordinates meetings to discuss the solutions to issues causing the delays. Prepare project status reports for all responsible projects and technical studies. Participates in all necessary coordination and communication with partner agencies.
Serves as a contract manager for Project Development & Environment projects assigned to consultant firms. Develops contract scope of services and coordinates activities related to initiation, advertisement, and execution of contracts. Coordinates with discipline Project Managers for the preparation of project-specific scope of services, staff hour estimates, consultant staff hour negotiations, contract execution and maintenance. Coordinates, reviews, and approves invoices. Prepares, coordinates, and negotiates Supplemental Agreements as required. Coordinates with Professional Services Unit to ensure all contractual processing meets Department criteria. Provides technical engineering comments to the consultants. Monitor the consultant’s project schedule. Evaluates consultant performance. Recommends payment or non-payment of consultants’ invoices depending on the quality and quantity of work and on the overall progress of the project. Approves or rejects invoices as procedurally required. Prepare project status reports for all responsible studies.
Develops concepts and engineering solutions to operational and safety concerns. Performs safety and traffic analysis, in accordance with all FDOT manuals and procedures, for use in engineering documents. Prepare Preliminary Engineering Reports and Interchange Access Requests. The preparation of these reports includes data collection, analysis, conceptual design, and completion of the report. The activities associated with these reports require coordination with all other sections within the Department, as well as other agencies.
Monitors projects for construction cost increases throughout the PD&E phase. Teams with Program Management Department to ensure Work Program implementation. Attends meetings and field reviews, communicate with public and private parties as required. Provides periodic project status reports to management.
Stays up to date on current PD&E processes and procedures, administrative and engineering policies relative to consultant contracts and PD&E production. Advises and assists consultants in application and determination of geometric design, traffic analysis, Long Range Estimating (LRE) calculations, and interpretation of engineering policy and overall production.
Makes field inspection trips to accumulate information and/or assists in field studies necessary for the preparation of feasibility studies, preliminary cost estimates, and various reports.
Serves as liaison and spokesperson on behalf of the Department with the public, federal, state, and local agencies, and elected officials to ensure that they are made aware of project issues of which they are concerned.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
· Knowledge of scheduling and permitting process.
· Knowledge of the overall project development and environment study process.
· Knowledge of all applicable design standards.
· Knowledge of various software/programs such as highway capacity software, synchro, excel and word.
· Knowledge of the concepts, terminology, principles, and analytical techniques of an engineering environmental area.
Skills in:
- Skill in using Microstation, GEOPAK and CAICE Software.
Ability to:
- Ability to analyze and compare engineering, environmental and public input data.
- Ability to comprehend and adhere to local, state, and federal engineering guidelines related to planning, design, and data collection.
Licensure/Registration/Certification Requirements:
- Registration as a Professional Engineer as required in Chapter 471 Florida Statutes.
Other Job-Related Requirements:
- This position will be required to respond before, during and following emergency situations.
Minimum Qualifications:
- Registration as a Professional Engineer in accordance with Florida Statute 471 and one year of relevant post-registration experience.
