Your Specific Responsibilities:
Duties and Responsibilities
Reviews and creates PD&E documents and roadway plans for consistency with the standards of the PD&E Manual, FDOT Design Manual (FDM), Manual of Uniform Traffic Control Device (MUTCD), and American Association of State Highway Transportation Officials (AASHTO) Guidelines. Perform engineering analysis and technical engineering reviews, while considering socio-economics and environmental impacts, costs, right-of-way requirements, traffic patterns, maintenance of traffic, safety, operational characteristics, permitting issues, and other pertinent factors. Participate in public involvement activities, including attendance at public meetings as well as preparation of displays and literature. Notifies Supervisor of all schedule delays, and coordinate meetings to discuss the solutions to issues causing the delays. Prepare project status reports for all responsible projects and technical studies. Participate in all necessary coordination and communication with partner agencies.
Serves as a contract manager for Project Development & Environment projects assigned to consultant firms. Develops contract scope of services and coordinates activities related to initiation, advertisement, and execution of contracts. Coordinates with discipline Project Managers for the preparation of projectspecific scope of services, staff hour estimates, consultant staff hour negotiations, contract execution and maintenance. Coordinates, reviews and approves invoices. Prepares, coordinates and negotiates Supplemental Agreements as required. Coordinates with Professional Services Unit to ensure all contractual processing meets Department criteria. Provides technical engineering comments to the consultants. Monitor the consultant's project schedule. Evaluate consultant performance. Recommend payment or non-payment of consultants’ invoices depending on the quality and quantity of work and on the overall progress of the project. Approve or reject invoices as procedurally required. Prepare project status reports for all responsible studies.
Obtains all federal and state regulatory environmental permits for all transportation projects. Apply thorough knowledge of federal, state, and regional regulatory agency permitting rules and regulations. Serves as the liaison between the department and regulatory agencies. Determines which regulatory agencies have jurisdiction, what type of permit will be required from those agencies, and what criteria will have to be met to obtain those permits. Prepares, reviews, and tracks permit applications and necessary information to acquire appropriate permits. Acquire, verify, and present environmental data to ensure they follow District preferences and permitting agency requirements. Recommends solutions to avoid and minimize wetland impacts and overall permitting effort. Coordinates with stakeholders as appropriate to ensure permit conditions and commitments are communicated and upheld.
Develops concepts and engineering solutions to operational and safety concerns. Preforms safety and traffic analysis, in accordance with all FDOT manuals and procedures, for use in engineering documents. Prepares Preliminary Engineering Reports and Interchange Access Requests. The preparation of these reports includes data collection, analysis, conceptual design, and completion of the report. The activities associated with these reports require coordination with all other sections within the Department, as well as, other agencies.
Monitors projects for construction cost increases throughout the PD&E phase. Teams with Program Management Department to ensure Work Program implementation. Attends meetings and field reviews, communicates with public and private parties as required. Provides periodic project status reports to management.
Stays up-to-date on current PD&E processes and procedures, administrative and engineering policies relative to consultant contracts and PD&E production. Advise and assists consultants in application and determination of geometric design, traffic analysis, LRE calculations, and interpretation of engineering policy and overall production.
Makes field inspection trips to accumulate information and/or assists in field studies necessary for the preparation of feasibility studies, preliminary cost estimates, and various reports.
Serves as liaison and spokesperson on behalf of the Department with the public, federal, state and local agencies, and elected officials to ensure that they are made aware of project issues of which they are concerned.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of Department Project Management policies and procedures.
- Knowledge of advanced engineering design concepts and principles.
- Knowledge of professional services and contractual procedures.
- Knowledge of the Department’s Plans Preparation Manual, Design Standards, Standard Specifications and Federal Highway Administration directives.
- Knowledge of Department’s production process for developing and delivering the Work Program.
- Knowledge of plan review techniques as they relate to roadway design.
Skills in:
- Skill in one or more aspects of engineering design related to transportation projects.
- Skill in reviewing and interpreting technical data.
- Skill in contract management.
- Skill in developing technical scope of services and staff hour estimates and negotiating staff hours.

Licensure/Registration/Certification Requirements:

Minimum Qualifications:
- Registration as a Professional Engineer in accordance with Florida Statute 471 and two years of post-registration experience.
