Your Specific Responsibilities:

Supervises employees; motivates, plans, organizes, coordinates, and schedules assigned work for employees. Participates in applicant selection and hiring process. Provides employee orientation and training and prepares employee performance evaluations. Coordinates and directs the activities in the discipline of Property Management.

 

Procures consultant services.  Coordinates and directs the activities of Right of Way consultants.  Reviews and approves invoices.

 

Interprets and communicates Right of Way policies and procedures.  Ensures and monitors a Quality Control Program.  Ensures conformance with applicable laws, rules, regulations, policies and procedures.  Assists in the development of policies and procedures.

 

Responds to public records requests and related inquiries.  Coordinates with other offices to address and resolve issues.  Represents Right of Way at public meetings/hearings and workshops, and similar forums.  Monitors, trains and assists local governments.

 

Identifies and evaluates advance acquisition opportunities. Ensures data is entered into the Right of Way Management System (RWMS).

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Knowledgeable of the process to demolish a structure.
  • Knowledge of supervisory principles and practices.

 

Skills in:

  • Skilled in verbal and written communication. 
  • Skilled in effective planning, organizing, and coordinating work assignments. 
  • Skilled in solving problems and making decisions. 
  • Skilled in the use of personal computers, including a working knowledge of word processing and spreadsheet software. 

 

Ability to:

  • Ability to interpret and apply Florida Department of Transportation Right of Way policies, procedures, regulations and statutes. 
  • Ability to interpret and apply federal rules and regulations. 
  • Ability to meet schedules in a timely manner. 
  • Ability to deal with the public in a tactful and courteous manner. 
  • Ability to read Right-of-Way maps. 
  • Ability to maintain successful working relationships and perform as a team player. 
  • Ability to obtain certification as Asbestos Management Planner and Inspector. 
  • Ability to supervise people.

 

Other Job-Related Requirements:

  • This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related to State Comptroller’s rules and Department of Transportation’s invoice processing and warrant distribution procedures.
  • This position will be required to respond before, during and following emergency situations.
