POSITION DESCRIPTION:
Participate in Level II Right of Way Training Program.
Conduct negotiations with property and business owners. Prepare recommended settlement approval. Obtain suit information. Conduct inspections and inventory of improvements, fixtures and contents of real property. Provides relocation assistance for assigned parcels.
Participate in Quality Control reviews. Ensure conformance with applicable laws, rules, regulations, policies and procedures. Ensure data is entered into the Right of Way Management System (RWMS).
Provide support with consultant selection process and contract administration. Review invoices.
Assist in public records requests and related inquiries. Identify and evaluate advance acquisition opportunities. Attend public meetings/hearings and workshops, and similar forums.
Assist in addressing and resolving issues. Assist in the development of policies and procedures.
KNOWLEDGE, SKILLS AND ABILITIES:
- Skilled in effective written and oral communications.
- Skilled in the use of personal computers, including a working knowledge of word processing and spreadsheet software.
- Ability to learn Florida State and local real estate laws and regulations, and real estate appraisal and finance principles and practices.
- Ability to maintain excellent interpersonal relationships.
- Ability to analyze, interpret, and implement appropriate statutory and procedure requirements.
- Ability to effectively plan, organize, and work independently.
- Ability to make decisions and meet deadlines.
OTHER JOB RELATED REQUIREMENTS: This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller’s rules and Department of Transportation’s invoice processing and warrant distribution procedures. This position will be required to respond before, during and following emergency situations.
MINIMUM QUALIFICATIONS: A high school diploma or its equivalent and three years of real estate experience, defined as professional or technical experience in right-of-way administration, land management, abstract and title work, property management, the sale, acquisition, or appraisal of real estate; or other business experience, such as any role in customer service, including retail sales. An associate degree from an accredited college or university may substitute for up to two years of the required experience
