POSITION DESCRIPTION:
Reviews Category 1 highway structures plans and other technical documents such as Design Variations, Design Exceptions, typical section packages and maintenance permits. Assists Central Office with the reviews of highly complex Category 2 structures plans, including segmental, curved girder and moveable bridges. Reviews contractor-initiated submittals and provides recommendations to construction personnel.
Assists with the development of scopes of services and staff hour estimates for Florida Department of Transportation (Department/FDOT) and Consultant design projects. Negotiates staff hours for Consultant design projects. Assists with the development of Requests for Proposals (RFP) for non-conventional bid projects. Provides structural engineering support for and serves on Technical Review Committees (TRC) and Value Engineering Studies as required.
Performs structural analysis and design, quantity calculations and prepares plans for Category 1 bridges and other highway structures for in-house Department projects. Completes Quality Assurance/Quality Control reviews of design calculations and plans. As a registered professional engineer, this position oversees and/or signs and seals plans, reports and other documents as required.
Provides structural engineering support to Department and Consultant staff in areas of highway structures plans, analysis and design. Provides guidance and clarification of design standards, criteria and plans preparation. Identifies and solves highly complex structural engineering design issues. Provides input on policy manual and design standard revisions.
Assists in the review and management of tasks for the District Wide Structures Support Contract. Reviews scopes of services, staff hour estimates and consultant invoices. Manages the scheduling and tracking of tasks.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of FDOT Standard Specifications for Road and Bridge Construction, Structures Manual, Soils and Foundations Handbook, Bridge Load Rating Manual, Plans Preparation Manual, Design Standards, Basis of Estimates Manual, Computer Aided Design & Drafting (CADD) Production Criteria Handbook.
- Knowledge of American Association of State Highway and Transportation Officials (AASHTO) Load-And-Resistance Factor Design (LRFD) Bridge Design Specifications, Standard Specifications for Structural Supports for Highway Signs, Luminaires and Traffic Signals, Manual for Bridge Evaluation.
- Knowledge of structural engineering practices and principles.
- Knowledge of Computer Aided Design and Drafting software.
- Skilled in solving engineering problems.
- Skilled in utilizing structural design/analysis software, MathCAD and Microsoft Programs (Excel, Word, etc).
- Skilled in reading and interpreting structures and roadway construction plans.
- Skilled in preparing project scopes of services and staff hour estimates.
- Skilled in effectively coordinating and communicating with others, verbally and in writing.
- Ability to adapt to other section needs.
- Ability to establish and maintain effective working relationships with others.
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION:
Registration as a Professional Engineer, in accordance with Chapter 471, Florida Statutes.
OTHER JOB RELATED REQUIREMENTS:
This position is required to respond before, during and following emergency situations.
MINIMUM QUALIFICATIONS:
Registration as a Professional Engineer in accordance with Florida Statute 471 and two years of post-registration experience.
