Your Specific Responsibilities:

This position spends most of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.  This position reports directly to and communicates frequently with the Environmental Health Director.

STORAGE TANK AND PETROLEUM RESTORATION PROGRAM MANAGEMENT:

 

The employee in this position will be responsible for implementation of all portions of the Petroleum Restoration Program and the Stationary Pollutant Storage Tank Program established and governed by Florida statues and rules.

 

Reviews Stationary Pollutant Storage Tank Facilities contract and conducts annual negotiations with government officials for the management of the Stationary Pollutant Storage Tank Facilities program.  Contracted duties include the technical oversight of all phases of stationary storage tank compliance inspections.  Assures inspection compliance in accordance with FDEP regulations and current task assignments.  Ensures out of compliance inspections are closed within 90 days per FDEP policies.  Meets the task assignment inspection timelines each quarter.

 

Review contractor's installation and closure plans, and monitoring of compliance activities at Stationary Pollutant Storage tank system sites; ensure incident and discharge investigations are conducted in compliance with state regulations; monitor daily performance, conduct performance evaluations, and review correspondence and reports.  Serves as the supervisor for storage tank inspectors and monitors their performance in meeting the goals of the Stationary Pollutant Storage Tank Facilities contract

 

Review and evaluate closure reports, quality assurance plans, environmental audits, contamination assessment reports, and pollutant storage system construction plans. 

 

Perform preliminary discharge site inspections of potential ground water and soil contamination for underground and aboveground storage tanks.

 

Prepare all monthly, quarterly, and yearly status reports for various tanks and petroleum programs and shares them with supervisor and others as requested.

 

Manages the local government contracting for the petroleum restoration program and the storage tanks program in Polk County.

 

Reviews petroleum restoration contracts and works with DOH Legal, the Environmental Health Director and the FDEP program offices to negotiate and change contracts and task assignments. 

 

Contracted duties include the technical oversight of all phases of responsible party cleanups eligible for pre-approval, and technical and fiscal management of response action contractors conducting state funded local lead cleanups.

 

Serves as the supervisor for contract managers and monitors compliance with the mandatory requirements in Sections 287.057(13) and 215.422, F.S.

 

Manages the performance of the contamination assessment and remedial action activities for state funded rehabilitation projects.  Reviews site-specific scopes of work with the assistance of technical support personnel, negotiates these elements with contractors and prepares work orders for said work. 

Performs on-site inspections, assists in making recommendations for corrective actions, negotiates changes in the scope of work as required and prepares change orders. 

 

Performs a review of summary reports.  Reviews and approves contractor invoices for completed work and act as contract administrator for approval of invoices.  Monitors the environmental rehabilitation occurring at site and the consultant’s efficiency in accomplishing the cleanup in a cost-effective and timely manner.

 

Coordinate inspections and review inspection reports to assure compliance with State regulations.  Discuss reports with employees for training and evaluation purposes.

 

Supervise the maintenance and operation of the computer database for the Petroleum Restoration program and the Storage Tanks Program.

 

Establish and implement an in-house cross-training program for all positions.  Maintain training records for all employees.  Ensure that staffing and workloads are adequate. 

 

This position is responsible for maintaining effective internal communications with superiors and subordinates in keeping with the agency’s standards and expectations for communication effectiveness. 

 

Prepares the annual budget for the petroleum and storage tanks programs and ensures spending and invoicing are completed and on track with annual revenue and expenses.  Ensures that programs are operated to ensure the contracts support themselves and do not utilize FDOH general revenue.

 

Other duties as assigned by the Environmental Health Director.

 

This position may serve clients that speak only Spanish, Creole or other languages.  It may require performance of interpreter duties, if bilingual, or implementation of the Department’s Limited English Proficiency Plan.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences.
  • Knowledge of data collection and analysis principles and procedures.
  • Ability to coordinate and manage an environmental program.
  • Ability to determine work priorities and ensure proper completion of work assignments.
  • Ability to communicate effectively and establish and maintain effective working relationships with others.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs.
  • Ability to collect, evaluate, analyze and interpret scientific or technical data.

 

Qualifications:

  • Valid Florida Class E Driver’s License
  • Five years’ experience as a manager or supervisor in environmental or engineering fields.
  • A bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences, environmental health, or engineering is Preferred. 
  • Professional Geologist (PG) PREFERRED
