Minimum Qualifications:

  • Five Years of professional purchasing and procurement experience that involve competitive bidding; or
  • Bachelor's degree from an accredited college or university with four courses in business and two years of professional purchasing and procurement experience which involved competitive bidding; or possession of a Certified Purchasing Manager certificate and three year of professional experience as described above; or 
  • Master's degree from an accredited college or university in business and one year of experience as described above. 

 

 
Preferred Qualifications: Preference will be given to candidates with the following qualifications:

  • Five or more years of experience in Accounting, Purchasing or related field. 
  • Five or more years of knowledge in My Florida Market Place (MFMP) / Ariba on Demand (AOD), Vendor Information Portal (VIP), the PCard Works system, and Florida Accountability Contract Tracking System (FACTs).
  • Extensive knowledge of the State of Florida Purchasing rules, regulations, policies and procedures.
  • Three or more years of Supervisory Experience, as this incumbent will supervise 2 full-time positions.

Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes. 
 

Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday. Not eligible for Telework.

Position Overview and Responsibilities:

This position serves as a Regional Business Manager for 12 counties and provides purchasing and procurement support functions to all Divisions and Offices within the Southwest Region.

 

Supervision – Supervises the actions and decisions of the Regional Purchasing Agent and Regional Operations Staff Assistant. Plans, implements, and coordinates; workload, work flows, deadlines, work objectives and time utilization to ensure productivity and agency needs are met. Conducts periodic meetings to inform staff about new or revised policies and procedures related to finance and budget.

 

Budget and Accounting - Serves as a liaison between regional Division/Office staff and Tallahassee Division/Office budget staff. Monitor and assess budget status weekly and provide report to Division/Office leads. Includes all requests for transaction reports, encumbrance reports, special reports, and corrections. Works closely with the Regional Purchasing Agent to ensure proper coding.

 

Purchasing and Contract Management – Serve as the final purchasing authority and approves purchases less than $35K (Category II). Serve as liaison between regional staff and Tallahassee Purchasing Section. Retain thorough knowledge of My Florida Market Place (MFMP), state contracts, bids, etc. Ensure/responsible for regional compliance with all purchasing policies and procedures. Regional subject matter expert for all procurement related matters. Coach/train regional staff in matters related to procurement including p-cards. Coordinate/train regional staff serving in procurement roles.

 

Serve as a regional approver for single source, quotes, emergency and after-the-fact approvals; PRIDE, RESPECT and state contract exceptions and other purchases exempt from competitive process.

 

Final approver for MFMP purchase orders submitted by Regional Purchasing Agent and procurement facilitators. Verify/check vendor registration with State of Florida. Research MFMP vendors and state contract vendors. Research past due amounts for vendors.

 

Reviews regional Invitation to Bid (ITBs) requests before submission to Tallahassee Purchasing. Assist staff with special procurements including preparation of scope of work, specifications, potential vendor lists, etc., for ITB and Request for Proposals (RFP) packages sent to Tallahassee Purchasing (purchases over $35K) for approval and bidding. Conducts Pre-Bid Conferences throughout the region. Serves as contract manager for the region’s formal contracts.

 

State Purchasing Card (P-Card) – Serve as “Advanced Buyer” for SW Regional Office of the Executive Director staff and “Super Buyer” for other Divisions. Assist regional staff in making sure vendors are registered in Florida Accounting Information Resource (FLAIR) and getting them registered if needed. Assist regional staff/account holders with questions/issues concerning P-Card WORKS. Serve as subject matter expert for P-Card WORKS regional account holders.

 

This position functions independently, requiring a high degree of judgement, business management and team building skills.

Knowledge, Skills and Abilities:

  • Knowledge of business functional areas such as purchasing, accounting, and budgeting.
  • Knowledge in Ariba on Demand (AOD), Vendor Information Portal (VIP) the PCard Works system, and Florida Accountability Contract Tracking System (FACTs),financial database systems, and budgeting tools.
  • Knowledge of the State of Florida purchasing rules, regulations, policies and procedures with the ability to understand and apply applicable rules, regulations, policies and procedures to related purchasing processes.
  • Ability to lead and supervise a team responsible for purchasing, accounting, and budget functions, including assigning work, ensuring accuracy, maintaining compliance with policies, and meeting organizational goals.
  • Comprehensive knowledge in using Microsoft Office Word, Excel, Outlook and Adobe Pro
  • Possess good customer service, telephone and clerical skills
