This is a specialized Health Educator position in the Special Supplemental Nutrition Program for Women, Infant and Children (WIC) in Florida Health Palm Beach County. Work is performed in the Lantana WIC Lactation Center and related community settings under the supervision of the Health Educator Consultant -SES. This position is responsible for providing breastfeeding promotion, education, and professional breastfeeding support services for individuals and groups as required by WIC Manual (DHM 150-24) and for assisting in the daily operation of the WIC Breastfeeding Program.


This position is designated as a sensitive position and the position is required to maintain confidential information in accordance with the Florida Department of Health Palm Beach County Information Security policies, protocols and procedures.  This position may view, update or release confidential information.  The incumbent in this position has access to: FL WISE, HMS, Intranet, email, and other systems as required to carry out assigned duties.


Works directly with participants in the Florida Health Palm Beach County WIC Program providing Breastfeeding Clinical Management. Assesses breastfeeding status and provides appropriate prenatal and postpartum individual and group breastfeeding counseling, education, referrals and materials. Provides Clinical Breastfeeding Management to WIC participants requiring advanced Breastfeeding support. Collaborates with physicians, hospital case managers and other community support staff.  Manages the PBC WIC Neonatal Intensive Care Electric Breast Pump Program for breastfeeding clients by screening potential clients, loaning electric pumps, providing Breastfeeding Clinical Management, and tracking returns. Issues and tracks the Ameda Platinum Electric Pump loans for West Palm Beach, Lantana and Jupiter WIC participants following established protocols. Functions as the Breastfeeding expert providing Breastfeeding counseling. Refers WIC participants to appropriate WIC nutritionist, community agency, organization, and/or health care providers.  Coordinates WIC breastfeeding services with Palm Beach County maternity and pediatric medical staff and other community providers.  Documents counseling, recommendations and referrals on FL WISE and medical record on FL WISE. 


Collaborates with supervisor on activities in the Palm Beach County WIC Breastfeeding Program. Assists supervisor in providing related lactation training to WIC and Florida Department of Health Palm Beach County staff and Residents, Interns and students. Assists supervisor in recruiting, training, and mentoring WIC Breastfeeding Peer Counselors. Provides outreach services as assigned.


Participates in WIC staff meetings, in-service training and assigned workshops.  Assists supervisor in developing and implementing the Nutrition Program Plan Breastfeeding Objective and activities. Participates in WIC Program performance improvement activities.  Updates IT trainings and develops/maintains PowerPoint presentations, tables, and Excel spreadsheets as needed. Participates in monthly state breastfeeding conference calls. Maintains records and submits reports by established deadlines. Utilizes HMS to complete EARS.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

  • Thorough knowledge of breastfeeding science and practice
  • Ability to learn and use Microsoft Windows based computer software programs including PowerPoint, internet, email and equipment or specific program software such as FL WISE and HMS
  • Ability to develop, plan and present technical and targeted breastfeeding education for individuals and groups
  • Ability to organize and present information, verbally and in writing, in a concise, comprehensive and legible manner
  • Ability to provide high level customer service to internal or external customers
  • Ability to interact with co-workers, supervisors or others to establish and maintain an effective working relationship

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):

Certified Lactation Consultant (CLC) or International Board Certified Lactation Consultant (IBCLC) certification required. WIC Manual DHM 150-24, 8/18 -5.


Other job-related requirements for this position:

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. 
  •  Travel throughout Palm Beach County is required
  •  This position works primarily in a clinic setting and requires constant contact with the public.
  • Tasks may require substantial repetitive movement of the wrists, hands or fingers for sustained periods of time.
  • The employee is occasionally required to lift and/or move objects up to 25 pounds.
