MINIMUM QUALIFICATIONS:

· Four years of professional experience in budgeting, financial planning and analysis, governmental accounting, auditing, or related fiscal management functions.

· Knowledge of governmental budgeting, accounting, and financial management principles, practices and reporting requirements.

· Experience analyzing complex financial data and developing recommendations for management.

· Experience managing multiple priorities, projects, and deadlines in a fast-paced environment.

· Strong analytical, organizational, written, and verbal communication skills.

· Proficiency in Microsoft Office applications, including Excel.

· Ability to establish and maintain effective working relationships and work independently with minimal supervision.

· Ability to communicate effectively in English, both orally and in writing.

PREFERRED QUALIFICATIONS:

Preference may be given to candidates with the following:

· Experience developing and managing state government budgets.

· Knowledge of Florida budget processes, the General Appropriations Act, and legislative budget development.

· Experience with FLAIR, LAS/PBS, BAPS, Florida PALM, or other governmental financial systems.

· Experience preparing Legislative Budget Requests, budget amendments, financial forecasts, and fiscal analysis.

· Advanced proficiency in Microsoft Excel, including complex formulas, pivot tables, and financial modeling.

· Professional certification (CGFM), Certified Public Accountant (CPA), or Certified Government Finance Officer (CGFO).

 

POSITION DESCRIPTION:

This is a managerial position responsible for directing the Agency’s budget development, financial planning, fiscal analysis, and budget administration functions. The incumbent serves as the Agency's subject matter expert on budgetary matters and provides strategic fiscal guidance to executive leadership regarding the allocation and management of agency resources. This position exercises considerable independent judgment in the formulation, implementation, monitoring and oversight of the Agency's budget in accordance with state laws, policies, and the General Appropriation Act.

Essential Duties and Responsibilities

· Directs the development, coordination, implementation, and monitoring of the Agency's annual operating budget, spending plans, budget projections, and long-range financial plans.

· Oversees the preparation, analysis, and submission of the Agency's Legislative Budget Request, budget amendments, issue analyses, and supporting documentation.

· Evaluates funding requirements and develops recommendations regarding operating, special category, fixed capital outlay, and non-operating appropriations.

· Conducts financial forecasting, trend analysis, and budget modeling to support executive decision-making, strategic planning, and resource allocation.

· Monitors agency-wide appropriations, expenditures, revenues, encumbrances, and available balances to ensure compliance with Florida Statutes, appropriations proviso language, executive directives, and state fiscal policies.

· Directs the preparation and distribution of monthly budget-to-actual reports and provides ongoing fiscal analysis, guidance, and recommendations to agency divisions, programs, and facilities.

· Reviews funding availability, budget coding, and fiscal appropriateness of purchase requisitions, budget amendments, transfers, releases, and other budgetary actions.

· Collaborates with division leadership to evaluate spending plans, identifying funding needs, resolve budget issues, and ensure expenditures remain within authorized funding levels.

· Serves as the Agency's primary liaison with the Governor's Office of Policy and Budget, legislative staff, and other state partners on budget-related matters.

· Oversees budget-related activities associated with enterprise financial systems, including Florida PALM implementation and ongoing operational support.

· Directly supervises professional budget staff, including assigning workloads, establishing priorities, monitoring performance, reviewing work products, and ensuring timely completion of assignments.

· Provides leadership, coaching, professional development, budget training, and technical guidance to staff and agency personnel.

· Performs other duties as assigned.
