Environmental Specialist II 64029171 – Body Art Program Coordinator

Responsibilities Include:

Coordinates the Body Art Program; to encompass Body Piercing Establishments, Tattoo Establishments and Tattoo Artists. 

Responsible for the inspection of biomedical waste generators, transporters, treatment facilities and storage facilities within Pinellas County for compliance with Chapter 64E-16, FAC, Body Piercing Facilities as required by Chapter 64E-19, FAC and Tattoo Establishments and Artists as required in Chapter 64E-28, Inspections are to be conducted as outlined in EH manual 150-4. Verifies for the accuracy of program information maintained in the division's EHD database for these programs.

Prepares, coordinates and distributes all necessary documents pertaining to required enforcement actions in accordance with department policy and interacts with other agencies that have partial jurisdiction.  Validates inspection records for legal presentation for attorney requests related to the Biomedical Waste Program and Body Art Program.

Approves applications for Body Art Facilities (Body Piercing and Tattoo Establishments) and Tattoo Artists. Ensures for the tracking and payment of all fees. Monitors Body Art Program (Body Piercing, Tattoo Establishment and Tattoo Artists) changes and ensures for proper feeing of program billing through the EHD billing system in coordination with the EHD Administrator and/or the Fiscal Office. Invoices for the annual renewal of Tattoo Artist and Establishments. 

Approves applications for generators, transporters, treatment facilities and storage facilities including generators claiming legal fee exemption. Monitors Biomedical Waste program changes and ensures for proper feeing of program billing through the EHD billing system in coordination with the EHD Administrator and/or the Fiscal Office. Reviews annual reports, renewal applications as required for permit renewal.

Develops, maintains and updates a viable technical instruction program; trains interested parties and biomedical waste personnel in proper techniques for compliance with Chapter 64E-16, 64E-19 and 64E-28 Florida Administrative Codes.  Investigates complaints which are reported to contain biomedical waste and/or complaints associated with the body art program.  Assists with the duties of the Biomedical Waste Coordinator, who is assigned to the Body Art Program.

Provides technical and operational assistance to department staff. Ensures for the local implementation of an emergency strategy and response program relating to Biomedical Waste. Submits an efficient work plan which allows for completion of assigned field work and other responsibilities and which allows for training and instructional presentations. Participates in other environmental/public health programs when needed. Maintains all required DOH certification(s) in the food hygiene program in accordance with Section 381.0101, Florida Statutes. Provides management with program information and conducts mini-audits on the biomedical waste program in support of the Tri-Annual CEH Audit.

Attends technical seminars and program training conferences; reviews professional literature; develops and maintains necessary job skills and performs other duties as assigned. Acquires twenty-four hours of training in accordance with Pinellas County Health Department policy. These training hours may include but are not limited to approved CEU courses.

Drafts appropriate correspondence for compliance and enforcement actions.  Accurately documents all reports and assists in compiling evidence for administrative hearings and court trials; gives expert testimony during these proceedings when required. Gives public health presentations related to environmental health programs.

Performs other related duties as assigned.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences.

Knowledge of data collection and analysis principles and procedures.

Ability to use scientific instruments for performing Indoor Air Quality investigations

Ability to collect, evaluate, analyze and interpret scientific or technical data.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college with a major in one of the physical or natural sciences. College or University transcripts must be submitted with application.(Per section 381.0075, F.S., and Chapter 64E-18) 
  • Experience working with the public.
  • A minimum of one year experience working in public health and environmental health.
  • A valid driver's license. Access to a private automobile is required for work related activities.
  • Obtain Body Piercing Standardization within 6 months of hire.

 

Desirable Qualifications:

  • At least two years of experience working in Environmental Health Programs.
  • At least one year of experience working in Biomedical Waste and/or Body Art Programs with the Department.
  • At least one year of experience working with the public and experience facilitating education to Department regulated facilities.
  • Certification in any or all: Food Protection, Onsite Sewage Treatment and Disposal and/or Registered Sanitarian.
  • Completion of Body Piercing Standardization through the State Program Office.
