Your Specific Responsibilities:
- Coordinates and participates in the Well Surveillance Program that includes the State Underground Petroleum Environmental Response Act (SUPER Act), the Drinking Water Toxics Program (Toxics), and the Drycleaner Solvent Cleanup Program (DSCP) throughout Pinellas County. Identifies and locates all potable drinking water wells that are surveyed for contamination using a GPS data collection device and mapping interpretations. Demonstrates technical knowledge of sampling type determination and field sampling of wells. Properly collects, documents, labels, transports, packages and ships water samples for laboratory analysis following sampling and survey techniques and procedures set forth by the state program office. Completes and submits well surveys and sampling reports requested by the state program office within the given time frames.
- Compose maps and well survey coversheets for electronic local facility files and submit an electronic copy to the program office by required due date. Compose cover letter for sample results and mail along with results to property owners/affected parties within two weeks of receipt of the sample results and keep electronic local facility file.
- Produces written work of professional quality using correct spelling and grammar and being complete in its content. Submits work to supervisor and/or state program office by assigned due date/ established time frames.
- Maintains an adequate supply of program equipment to complete required job tasks and ensures that equipment is in good working order. Returns calls/email correspondence and handles questions from internal and external customers within 24-48 hours. Demonstrates effective knowledge of appropriate statutes, regulations, policies, and program requirements. Conducts self in accordance with the agency’s customer service policy.
- Prepare work assignments, reviews paperwork for corrections and completeness before final submittal. Train new hires in WSP work as needed. Performs quality assurance ride-along with staff as required.
- Integrates field and laboratory data into thematic GIS databases. Ensures that emergency and/or high-profile requests from Tallahassee are given a priority status. Consults with local well permitting authority and SWFMD to obtain information regarding permits for new wells within Pinellas County.
- Prepares weekly program statistics for division management by required timeframe. Maintains all tracking spreadsheets (ship date, lab date, etc.) to assist program manager in budgetary section of program. Completes quarterly reimbursement report and submits to supervisor prior to state program office due date. Assists supervisor and program manager in Well Surveillance Program Audits.
- Maintains all required FDOH certification(s) by completing twenty-four hours of approved training within the required timeframe. Acquires training hours in accordance with the FDOH-Pinellas Training Policy (these trainings may include, but are not limited to, the approved CEU courses. Accurately tracks, records, and reports time and attendance in accordance with FDOH-Pinellas / Division policies and procedures.
- Limited Use Water Systems Program: Conducts inspections, issues annual operating permits, collects bacteriological and chemical samples, and ensures these systems are in compliance with Florida Administrative Code 64E-8. Provides assistance to Consecutive Public Water Systems, such as but not limited to, licensed mobile home parks, recreational vehicle parks, hotels, condos, and apartment complexes as it relates to water disruptions, best management practices, boil water notifications and clearances. Works with community partners (county emergency management, local hospitals and public schools, as it relates to the permitting and running of emergency drinking water wells. Assists in coordinating potable and ice water sampling, drop-off and results dissemination. Assists in the completion of the limited-use program audit (onsite, self-audit, and mock-audits).
- Public Swimming Pool & Bathing Places Program: Assists the Public Swimming Pool & Bathing Places Program “County Engineering Staff” with ensuring that proposed, newly built, modified/remodeled, resurfaced, and/or illegally modified/resurfaced public bathing places licensed under the authority of Florida Statute 513 comply with Florida Administrative Code 64E-9 and Florida Building Code 454.1.
- Assists in the review and performance of inspections to assure statutory code compliance including but not limited to (1) the inspection of new bathing places for initail permiting, (2) the inspections of existing public bathing places when modified, (3) the inspection of existing public bathing places after resurfacing or re-decking. Assits in tracking and monitoring of submissions to adhere to agency and divison deadlines. Assists in the issuance of initial operating permits to those public bathing places meeting the code requirements and denies permits for those not meeting code requirements. Attends monthly State Program Office “Swimming Pools” meeting to review construction, safety and code inquiries/determinations. Attend variance board meetings to assist County Engineering Staff with questions related to Pinellas County pools on the docket. Assists Engineering Staff/ESIII with variance process, conducting/providing inspection documentation for “Part II” of DH 4080, assisting with completion of monitoring, collection, and submittal of documents to the variance board for placement on the docket. Assists with granted variance requirements are completed by required timeframes and facilities operate under variance conditions by completing onsite inspections, file review, maintenance and ensures variance conditions are recorded in Environmental Public Health Database. Assists with the renewal of exempt pools under Florida Statute 513 by granting reissuance and/or denial of “County” pool permits after reviewing submitted documents and researching property use. Assist with regulatory compliance of unpermitted public bathing places throughout the county. Assist with tracking and monitoring the installation and testing of anti-entrapment devices. Drafts appropriate correspondence and documentation for compliance, enforcement, and closures. Accurately documents all reports and assists in compiling evidence for administrative hearings and court trials, gives expert testimony during these proceedings when required. Assist in training newly hired staff in public bathing place operations and proper inspection procedures for standardization. Assist with providing technical assistance and guidance to inspectors by way of file review, onsite inspection and assistance with drafting communications.
- Healthy Beaches Program: Assists Healthy Beaches (HB) Program Coordinator with the completion of Coastal Beach Monitoring (CBM) and Environmental Health Healthy Beaches Monitoring (EHHBM) in accordance with EPA and FDOH operating procedures, such as but not limited to EH Manual 150-4. Collects biweekly and/or weekly samples, compiles sampling data and results for timely updating of the state beach water quality website. Collects resamples/confirmation samples and posts advisory signs as required. Notifies DOH Public Affairs of advisories and warnings to be disseminated to the public. Ensures beach advisories are posted when necessary. Assists with research projects involving beach water quality. Works with community partners (DEP, Pinellas County and 24 municipalities) as it relates to sanitary sewer overflows and its effects to the HB. Assists in the completion of the Healthy Beaches program audit (onsite, self-audit, and mock-audits). Monitors state warning point for sanitary sewer overflows, as it relates to division water programs and corresponds with PIO, county, city or state officials involved.
Additional Duties:
- Performs site inspections and re-inspections, investigates complaints and sanitary nuisances, and prepares inspection reports accurately and within established timeframes for regulated food service establishments, public swimming pools and spas, mobile home and recreational vehicle parks/camps, adult living facilities, residential facilities, public and private schools, tanning facilities, to ensure compliance with the regulations of the Florida Statues, Florida Administrative Codes, County Ordinances and in accordance with Environmental Health Manual 150-4.
- Ensures that electronic records for complaint investigations are accurately maintained by entering findings, dates of investigations, follow up results, and final disposition into the Environmental Health Database and complaint tracking log in an accurate and timely fashion.
- Performs field investigations compiling pertinent data on suspected and confirmed food/waterborne illnesses; collects environmental samples for laboratory examinations and interprets test results. Condemns contaminated food products when necessary; assists with the removal from sale consumer products recalled by Federal and State agencies, and local law enforcement groups. Inspects and licenses temporary food service events. Meets with owners, managers, operators and service companies to review operational requirements and to provide technical assistance. Reviews permit applications for compliance with permit conditions.
- Assists and advises individuals and organizations on the sanitation, safety and hygienic aspects of environmental health programs. Performs site inspections and prepares inspection reports of public buildings; performs neighborhood surveys. Conducts field investigations in special rabies cases when requested by the primary contractor; assists with rabies baiting. Participate in other environmental/public health programs when needed; to include but not limited to Nursing Homes, Child Care, Healthy Beaches, Summer Feeding and Well Surveillance.
- Maintains all required FDOH certification(s) by completing twenty-four hours of approved training within the required timeframe. Obtains and maintains Certified Pool Operator Certification. Acquires training hours in accordance with the FDOH-Pinellas Training Policy (these trainings may include, but are not limited to, the approved CEU courses.
- Accurately tracks, records, and reports time and attendance in accordance with FDOH-Pinellas I Division policies and procedures.
- Drafts appropriate correspondence and documentation for compliance, enforcement and closures. Accurately documents all reports and assists in compiling evidence for administrative hearings and court trials; gives expert testimony during these proceedings when required. Gives public health presentations related to environmental health programs.

Minimum Qualifications:
- Bachelor’s degree from an accredited college or university with a major in one of the physical or natural sciences with no less than 30 semester hours or 40 quarter hours of major course work in Environmental Health, Environmental Science, Public Health, or Physical or Biological Science per Chapter 381 F.S. College or University transcripts must be submitted with application. Applications without transcripts will be deemed incomplete.
- Certified Environmental Health Professional (CEHP) in Food Safety and Sanitation or Registered Sanitarian (RS).
- One year of experience in customer service, public health and environmental health,
- One year of experience in outdoor field work or volunteer experience in all weather conditions
- Valid driver's license.
- Access to a private automobile is required for work related activities, when State vehicles are under repair. Incumbent will be reimbursed for travel to the extent provided by rules and regulations.
Desired Qualifications:
- At least one year of experience working in a Drinking Water Program, Limited Use Drinking Water Program and/or Well Surveillance Program.
- At least one year of experience work in the Onsite Sewage Treatment and Disposal Systems Program.
- Technical knowledge of drinking water, chemical and biological contaminants, health effects, public notification and forms of treatment.
- Knowledge of well construction and the completion of well surveys for Limited Use and Well Surveillance Programs.
