Your Specific Responsibilities:

This is a management position in the Healthy Families Pinellas Program.  Healthy Families Pinellas is a voluntary parent support, child development and education program. The position is responsible for and supervises the 3 north county teams of home visitors, that provide support, education, case management and referrals to at risk families with children ages zero to five years old in the mid county office.  The incumbent also supervisors the registered nurse specialist, in home therapists and clerical staff at the same location, along with the community support team, which includes the Safe Baby and Office Based programs. The position requires prior experience in a home visiting program, reflective supervision skills, and crisis management skills.
 
Provides program management for Healthy Families (North-Pinellas County).  Supervises assigned staff including supervisors, home visiting staff, support staff and specialist positions.  Steers planning for workload flow across teams.  Maintains funder, collaborative agency, community, and cross-divisional relationships.  Provides presentations.  Oversees the project evaluation for the north-county Healthy Families teams and collection of data for those teams according to program guidelines.  May prepare contracts and follows DOH contract requirements.  Prepares and/or provides input into the annual program budget(s).  Tracks budget expenditures to ensure funds are spent.  Responsible for the supervision of staff within the mid county office including appraisals, planning and directing work, approving leave and having the authority for hiring and taking disciplinary action or effectively recommending such actions.  Ensures north-county program component meets all quarterly and annual process and outcome performance measures from funders. Facilitates and ensures quality improvement activities are conducted according to program, division and agency guidelines/standards.  Produces quality work products. 
 
Ensures integrity of program data in FDOH-Pinellas and HFF databases.  Reviews and addresses employee and customer satisfaction.  Maintains standards and applicable regulations for personnel, medical records management and funder requirements.  Assists in the development of policies and procedures in accordance with Healthy Families guidelines and designed in concert with Healthy Families America accreditation standards.  Implements procedures through training and site review with program area.  Provides support and technical assistance to field staff.
 
Attends training to promote professional and personal growth.  Promotes appropriate training and educational activities to enhance the ability of staff to perform at maximum capacity.  Ensures staff meet program, division and agency training requirements within required timeframes. Participates in MCH Division activities.  Attends all required meetings as needed and leads teams by emphasizing agency values.
 
Promotes the FDOH-Pinellas and its mission by participating, as needed, in QI activities. Meets on a regular basis with the Program Director to: Identify specific community needs regarding gaps in service to customers, Identify and reward positive programmatic trends and identify and solve challenging programmatic trends, review quality improvement activities and QAR results. Discuss personnel issues, review and discuss operational plan activities, review individual and programmatic training needs, review progress toward funding objectives and other related duties.
 
Required Knowledge, Skills, and Abilities:
Knowledge of social, economic, rehabilitation or health care service objectives.
Knowledge of at least 3 years of methods of data collection and data analysis.
Knowledge of program evaluation and program effectiveness.
Ability to establish and maintain effective working relationships with others.
Knowledge of Contract Management.
Ability to demonstrate fiscal accountability (prepare budgets, track program expenditures).
A solid understanding of and experience in managing diverse staff with humility.
Administrative experience in human service or related field including experience in quality assurance and continuous quality improvement.
Knowledge of infant and child development and parent-child attachment.
Experience with family services that embrace the concepts of family-centered and strength-based service provision.
Knowledge of parent-infant health and dynamics of child abuse and neglect.
Experience supporting multifaceted communities/families/participants.
Knowledge of community building and engagement.
Willingness to engage in building reflective practice (e.g., capacity for introspection, communicating awareness of self in relation to others, recognizing value of supervision, etc.). 
Knowledge of the principles and practices of social work and counseling. 
Ability to develop manuals, policies & procedures, standards and maintain compliance. 
Ability to plan, organize, and coordinate work assignments. 
Ability to communicate effectively verbally and in writing. 
Knowledge of computer software and ability to enter data in computer. 
Experienced in working with or providing services to children and families. 
Possess an ability to establish trusting relationships. 

Qualifications: 
Minimum-

  • Master’s degree in public health or human services administration or fields related to working with children and families, or bachelor’s degree in these fields with 3 years of relevant experience, or less than bachelor’s degree but with commensurate HFA experience.
  • Must have valid driver’s license.
  • Must have reliable transportation daily for field visits, meeting, trainings, etc.
  • Have 5 years’ experience in supervising front line/field staff.  
  • Five years working with children/and families

Preferred-

  • Infant mental health endorsement preferred.
