Starting Annual Salary: $48,610.20, plus current annual Competitive Area Differential (C.A.D.) of $644.80 annually - $49,614.34 + CAD $644.80 annually.

MINIMUM QUALIFICATIONS:

  • Four years professional accounting experience.
  • Proficient in using a computer as well as Microsoft Office Suite to include Excel, Word, PowerPoint, Access and Outlook.
  • Experience with Florida Accounting Information Resource system.
  • Successful completion of the due diligence process to include, but not limited to, a Level II background check.

PREFERRED QUALIFICATIONS:

Preference will be given to candidates with the following qualifications:

  • Two (2) years of accounting, payroll, professional experience in a governmental organization.
  • Working knowledge of payroll experience with the State of Florida government or county/city.
  • Conducts research to resolve payroll problems and related transactions and complete correction journal entries.
  • Proficiency working with web-based accounting software.
  • Proficiency conducting work-related internet research.
  • Experience with My Florida Market Place also referred to as Ariba.
  • Proficiency working with web-based accounting software.
  • Proficiency conducting work related internet research.
  • Intermediate level proficiency performing fiscal/financial/accounting studies, analyzing data, and making recommendations on course of action-based findings.
  • Ability to determine work priorities and ensure proper and timely completion of work assignments, including multiple and complex projects.
  • Strong written and verbal communication skills.
  • Ability to produce accurate and timely information under tight timeframes.

POSITION DESCRIPTION:

This is professional accounting work involving the independent application of accounting and auditing concepts, principles, theory, and technical skills in accordance with generally accepted accounting principles (GAAP), generally accepted auditing standards (GAAS), independently performing accounting work that is highly specialized and requires the design and development of financial policies, procedures, and programs used by the agency including the preparation of reports and analyses in accordance with applicable standards.  This position is located in the Fiscal Office and reports to the Senior Management Analyst II/Florida PALM Supervisor. This position is involved in the payroll process and in Florida PALM activities of the Department. Performs accounting and payroll functions in FLAIR, People First, Florida PALM, MY Florida Market Place (MFMP) also referred to as Ariba, along with reconciliation of payroll download and Florida PALM processes.  It requires the ability to understand, interpret and apply laws, rules, regulations, policies and procedures.

Knowledge and Skills:

Knowledge, skills, and abilities, including utilization of equipment, required for the position: Payroll, FLAIR, MFMP, proficient in using a computer as well as Microsoft Office Suite to include Excel, Word, PowerPoint, Access and Outlook, verbal and written skills, general accounting processes and procedures, creating and updating SOPs, and 10-key adding machine.

Abilities:

Ability to: prepare and maintain a variety of accounting records; analyze and interpret accounting data; understand and apply applicable rules, regulations, policies, and procedures relating to an accounting program; plan, organize and coordinate work assignments; communicate effectively; establish and maintain effective working relationships with others; work independently; and utilize problem-solving techniques. Ability to research, understand and apply applicable rules, regulations, policies, state statues and procedures.

Examples of Work:

  • Prepare and enter journal entries such as shift differential; incentive pay and other payroll adjustments as needed.
  • Ability to produce accurate and timely information under tight timeframes.
  • Provides payroll support to staff, auditors, requestors, and other internal/external customers.
  • Responsible of quarterly payroll balancing to BOSP.
  • Responsible for tracking all direct care hours for cost reporting and tying back to FLAIR.
  • Proficient in performing fiscal/financial/accounting studies, analyzing data, and making recommendations on course of action-based findings.
  • Ability to determine work priorities and ensure proper and timely completion of work assignments, including multiple and complex projects.
  • Strong written and verbal communication skills.
  • Participates in readiness workplan, meetings and workshops, business processes and modules, chart of accounts, and reporting relating to Florida PALM.
  • Liaison between Florida PALM and FDVA.
  • Works closely with planning and coordinating workloads, workflows, deadlines, work objectives and time utilization with fiscal supervisors to ensure best use of time and resources. 
  • Works closely with Florida PALM readiness project team with training supervisors, subject matter experts and employees in methods for performing effective and efficient tasks.
  • Works closely with coordinating with supervisors and setting employees up with trainings.
  • Reviews and makes appropriate recommendations as to actions to take as needs arise. 
  • Works closely on communicating on a regular basis with fiscal supervisors and/or subject matter experts both individually and in meetings.
  • Works closely with motivating employees to improve the quality and quantity of work performed by communicating the Florida PALM project vision including implementation dates and processes.
  • Works closely with internal staff with Floria PALM helpdesk tickets and escalation if needed.
  • Provides updates to Florida PALM readiness team with agency progress. 
  • Works closely in providing and/or validating data for conversion if needed.
  • Participates in user acceptance testing.
  • Support go-live (Central Wave).
  • Participates in user acceptance testing (Departmental Wave).
  • Works closely in interface testing.
  • Participates in and/or validate data for conversion (Payroll Wave). 
  • Participates in go-live.
  • On-going support as needed.
