MINIMUM QUALIFICATIONS:
- Four years’ professional accounting experience.
- Proficient in using a computer as well as Microsoft Office Suite to include Excel, Word, PowerPooint, Access and Outlook.
- Experience with Florida Accounting Information Resource system.
- Successful completion of the due diligence process to include, but not limited to a Level II background check.
PREFFERED QUALIFICATIONS:
Preference given to applicants who possess the following:
- Professional experience in a governmental organization.
- Conducts research to resolve problems and related transactions and complete correction journal entries.
- Proficiency working with web-based accounting software.
- Proficiency conducting work-related internet research.
- Experience with My Florida Market Place also reffered to as Ariba.
- Intermediate level proficiency performing fiscal/financial/accounting studies, analyzing data, and making recommendations on course of action-based findings.
- Ability to determine work priorities and ensure proper and timely completion of work assignments, including multiple and complex projects.
- Strong written and verbal communication skills.
- Ability to produce accurate and timely information under tight timeframes.
POSITION DESCRIPTION:
This is a professional and highly independent accounting position that reports to the Financial Specialist Supervisor. Responsibilities include but not limited to, responsible for maintaining construction and capital improvement subsidiary ledgers by appropriation; processing of Grant invoices and responsible for Federal Grant reimbursements; monthly reconciliation of the Agency Trial Balance with Departmental FLAIR and State Treasury; responsible for ensuring due to/from amounts are properly recorded (at least quarterly); recording journal entries and adjusting entries; reconciling and recording of all investment activity; prepares supporting schedules for year-end closing of the statewide financial statements; responsible for completion of the State Expenditures Federal Assistance (SEFA) form and the Comprehensive Annual Financial Report (CAFR). This position supports the
Financial Specialist Supervisor and requires a Level II Background.

Knowledge, skills, and abilities, including utilization of equipment, required for the position: Payroll, FLAIR, MFMP, proficient in using a computer as well as Microsoft Office Suite to include Excel, Word, PowerPoint, Access and Outlook, verbal and written skills, general accounting processes and procedures, creating and updating SOPs, and 10-key adding machine.

Examples of Work May Include
- Responsible for processing Grant invoices in accordance with Federal Grant documents and contracts including submitting them for payment, requesting reimbursement and balancing spreadsheets of appropriation, expenditures and releases with budget.
- Tracking, reconciling and monitoring cost of CIP construction projects and Fixed Capital Outlay (FCO). Along with ensuring all appropriations are managed and used in accordance with Capital Improvement Plan (CIP).
- Ability to determine work priorities and ensure proper and timely completion of work assignments, including multiple and complex projects.
- Responsible for preparing, monitoring and reconciling cash and investment account balances monthly and annually with State Treasury.
- This position serves as back up to the Financial Specialist Supervisor in handling tracking, reporting, compiling and submitting financial information before, during and after emergency situations. Including the coordination of data and documentation that is required for requesting FEMA claims, audits and reimbursements.
- Completes monthly reconciliation of the Agency’s expenditures, revenue and investments to the Comptroller's records and ensures communication within the Department to correct entries on a timely basis for all Trust Funds.
- Responsible for monthly analysis and review of trial balances for all funds along with quarterly review and balancing of due to/from accounts.
- Responsible for completion of the annual SEFA forms and schedules.
- Prepares/submits the supporting schedules for year-end closing of the statewide financial statements.
- Responsible for analysis, determination and input into FLAIR of adjusting entries required for balancing year-end.
- Proficient in analyzing data and making recommendations on course of action based findings.
- Responsible for creating and maintaining FLAIR user access.
- Strong written and verbal communication skills. Answers calls and emails from auditors, vendors, staff, and others concerning various questions and problems.
- Prepare and enter journal entries and other adjustments as needed.
- Perform other duties as assigned. Examples include preparation of special reports, cross-training with other sections within Fiscal and occasional work assignments with other sections and/or sites and assistance with special projects.
This position is in the Select Exempt Service system.
