This is work responding to inquiries and complaints regarding Veteran’s Preference. Conducts investigations regarding potential Veteran’s Preference violations. Prepares reports pf findings and communicates those findings to the interested parties. Conducts training and educates employers to ensure program compliance. This position also assists with creating, scheduling, and conducting training and staff development activities and staff of a state agency. This position is responsible for developing instructional materials and educational content under the direction of a Staff Development and Training Manager and the HR Officer. This will include development of curriculum and instruction within the Learning Management System (LMS), and outside of it in both classroom and online learning, staff development and training.
Minimum Requirements:
- At least 1 year of HR, training, teaching, or instructor experience, preferably in a state agency
- At least 1 year of experience in researching and/or developing training curriculum
- Experience working with classroom and multimedia training, also prefer Learning Management System (LMS) experience, or willingness to learn
- Experience working with computers, LCD projectors, Teams software, presentations, certificates, training tracking systems and other related experience
- Experience working with training software and curriculums.
- At least 2 years of experience working with Microsoft Office at an intermediate level, preferably with Office 365
- Successful completion of a Level II background screening and due diligence process.
Preferred Requirements:
- Bachelor’s degree or above in Human Resources, Staff Development, Public Administration, or related field
- HR experience, especially in the application of Veteran’s Preference
- Honorably Discharged Veteran with basic understanding of Veteran’s Preference
- SHRM, HRCI, or equivalent certification as an HR professional (certification must be current for consideration)
- Certification as a Trainer or Staff Development Professional (college or university, military certificate), ITW, FTO, ATD, CTP, or similar certification like SHRM or HRCI
- Experience working at an instructor level with Learning Management Systems (LMS)
- Experience working in Articulate or comparable training authoring software and/or tools
- Experience working in People First as an Agency Training Coordinator (J or C role code)
- Experience working in multiple HR functional areas and/or with multiple state and/or federal government required training topics and/or programs
- Experience working at a proxy level in multiple sections within PeopleFirst, especially Learning Management
- Experience working directly in State of Florida Staff Development & Training and/or Human Resources

POSITION DESCRIPTION:
Responsible for creating and utilizing agency training within the Learning Management System (LMS) within People First.
Assists the Staff Development & Training team in the development of training programs and procedures utilizing knowledge of relative effectiveness of individual training, classroom training, online training, on-the-job training, meetings, conferences, and workshops.
Assists in the development of training policies and schedules, utilizing knowledge of identified training needs.
Assists in the development of training manuals, competency outlines and checklists, training curriculum, multimedia training and visual aids, and other staff development and training materials as needed.
Assist in the development of staff development & training schedules, calendars, and with selecting and assigning subject matter experts for training assignments.
Assists with evaluating training programs, trains instructors and supervisors in effective training techniques, assists with conducting evaluations of instructors and the development of testing and evaluation procedures.
Assists the Staff Development & Training team with the development of the Basic Supervisory Skills Management & Training Program.
Assists the team with conducting and reviewing training needs assessments used in the formulation of agency training plans and schedules.
Assists the team with ensuring that all agency training plans and activities are in accordance with state and federal government standards.
Assists the team with the formulation of the training budget for the agency.
This position is in the Selected Exempt Service system.
