Duties and Responsibilities

The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in Citrus County in its mission to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the healthiest state in the nation.  Furthermore, the incumbent is expected to incorporate the agency values of Innovation, Collaboration, Accountability, Responsiveness and Excellence in all aspects of their work.

This position is responsible for independent work interviewing patients to determine initial and/or continuing eligibility for participation in the programs located at the Citrus County Health Department.  Incumbent may be required to work during or beyond normal work hours or days in the event of an emergency. Emergency operations functions required of the incumbent include but are not limited to special needs shelters, Red Cross shelters, or other emergency functions, including responses to bioterrorism or threats of bioterrorism. Designated “Need to Know” position with access to the following information: Has access to client medical/immunization, record maintenance, billing and appointment scheduling.  Has key access to record room and cabinet with cash box. Has computer access to Clinic Management system and CPHUIMS system. Adheres to Citrus County Health Department Confidentiality and Security policies and procedures. Attends Annual Confidentiality and Security Training’s and updates.

Clerical:

Interview patients for eligibility determination and registration. Update patients on each visit and re-determine eligibility annually. Fax the bills to DCF for the clients to meet share of cost Medicaid to ensure our payment.  Prepare electronic record for each patient, filling out all forms and scanned in immediately. Fill out portion of Medicaid/sliding fee encounter form.  Coordinates filing and retrieval of medical records for all clinics within health unit.  Assures records are filed numerically and that each record is organized by State guidelines.  Enter billing services daily and collect monies due.  Photocopies client’s records upon request, handles subpoena and requests from lawyers pertaining to medical records. Assists in yearly archiving of old medical records. Assists in entering billing and insurance information for dental sealant school program. All clerical staff will use the Smart Call system and be accountable for prompt and accurate client processing in a timely manner for all departments. Will complete the vital statistics training and obtain Deputy registrar status to print certificates. Assists in the covid pod operations as needed at site or internal.

Responsible For:

Answering numerous inquiries related to health department services.  Receive patients, schedule appointments and accept fees when required, giving receipt for same.  Receive incoming and outgoing telephone messages, making calls, giving out information as requested by telephone or office visit.  Receiving and routing patients to include interviewing as to the purpose of their visit, securing records as necessary. Follow policy and guidelines established when issuing VS certificates as Deputy Registrar. Maintains safety paper accuracy when printing.

Will learn the Florida system and Assist pregnant clients to obtain Medicaid services. Assists clients in family planning Medicaid applications within 5 days for processing guidelines. Assists in tele task assignment if needed. Every clerk will facilitate their own cash drawer and be responsible for their own change fund and balance daily. Every and all clerks may be asked to assist in end of day balancing and or the deposit summary.

Maintains security of Records Room by only allowing designated employees admission.  Maintains log of all visitors to area and assures that all visitors are supervised while in record area. Maintains security of clerical/vitals area by only allowing designated employees admission.

All work is performed with considerable degree of independence, subject to review by immediate supervisor.

Maintain alphabetical and chronological files and records.  Coordinates with supervisor an established systematic routine for inactivation and purging of files.  Prepares purged records for storage and destruction per department policies. Scans charts to make electronic records for all clients as needed.

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Confidentiality:  Incumbent may have access to records containing social security numbers in the performance of their job duties. Participation in community events & meetings is required & may occur evenings & weekends.
