POSITION DESCRIPTION:  Supervise and direct the overall daily activities of the District One Metropolitan Planning Office (MPO) Liaison staff. Plan workloads, work flows, deadlines, objectives, and time utilization with employees. Evaluate, train and motivate subordinate employees to improve quality and quantity of work performed. Provide support in resolving problems, establishing work and scheduling priority deadlines. Communicate on a regular basis with employees both individually and in staff meetings to provide feedback and motivation. Assist in the activities of General Engineering Consultant (GEC) staff. Works closely with the Southwest Area Office (SWAO) Director to ensure that Liaison deadlines are met, staff are motivated to maintain high standards, and to provide feedback as evaluations are prepared. Acts as the delegate in regards to Metropolitan/Transportation Planning Office (M/TPO) activities at the direction of the SWAO Director.

 

Maintains a positive working relationship with Metropolitan Planning Organization, Board of County Commissioners (BoCC), and local governments. Acts as the Department's representative on MPO committees and other committees associated with Economic Development Councils, Regional Planning Councils, local governments, and Chambers of Commerce as needed. Resolves issues related to Florida Department of Transportation (FDOT) projects working with local governments and appropriate department staff. Provide briefings and status reports to the District Secretary, Director of Transportation Development, district managers, Public Information Office and others as needed. Respond to correspondence in a timely manner.

 

Oversees development of scope of services, request for consultant services, and review of consultant services. Serve on consultant selection committees and manage consultant progress reports. Ensure MPOs and local governments develop of transportation project priorities for input into the FDOT Work Program. Work with MPOs to develop and amend Transportation Improvement Programs (TIP) as consistent with state and federal requirements. Review and refine Tentative Work Program to include performing technical applications and reviews, develop code sheets/input into Project Suite Enterprise Edition (PSEE), coordinate with MPOs and local government for clarification on project scope, and obtain needed information and data from MPOs and local governments in order to complete program projects.

 

Resolves planning issues and concerns in coordination with MPOs. Develops and maintains the Unified Planning Work Program (UPWP) in coordination with MPOs, including review of UPWP and processing amendments. Establish schedule and conduct annual joint certification review of the MPO planning process, as well as prepare a summary of findings and certification statements.

 

Provide support to coordinate staff and consultant efforts with state and federal agencies, MPOs, local governments and the general public. Participate in development of public involvement workshops and public hearings. Respond to internal and external requests for information.

 

Respond to requests and assignments from the District Secretary, Director of Transportation Development Work Program.

 

KNOWLEDGE, SKILLS AND ABILITIES:  KNOWLEDGE OF TECHNICAL TERMS AND CONCEPTS IN THE FIELD OF TRANSPORTATION PLANNING; KNOWLEDGE OF THE ADMINISTRATIVE AND COORDINATION OF ACTIVITIES AND PRODUCTS PERTAINING TO THE METROPOLITAN PLANNING ORGANIZATIONS (MPO’S); KNOWLEDGE OF THE PROGRAM MANAGEMENT RELATIVE TO MPO’S; KNOWLEDGE OF PROGRAM DEVELOPMENT, KNOWLEDGE OF LOCAL PLANNING PROCESS, SKILL IN PROCESS ANALYSIS, SKILL IN ANALYZING DETAILED DATA RELATING TO THE PLANNING/ PROGRAMMING DEVELOPMENT, ABILITY TO INDEPENDENTLY PLAN, COORDINATE AND COMPLETE PROJECTS; ABILITY TO COMMUNICATE ORALLY AND IN WRITING, ABILITY TO ORGANIZE AND PLAN AND COMPLETE VARIOUS TYPES OF MEETINGS, ABILITY TO SUPERVISE OTHERS.

 

OTHER JOB RELATED REQUIREMENTS: Employee will be required to be responsible to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team.
