Your Specific Responsibilities:

This position serves as Accountant for the Florida Department of Health, Suwannee and Lafayette Counties and is directly supervised by the Business Manager.  Responsible for securing the designated information set for the purposes of protecting confidentiality, data integrity and appropriate access, for all information, both confidential and public record, which is stored in hard copy or electronic formats. This position has been delegated Information Custodian for the following secure areas:  Fiscal cabinet; delegated back-up Information Custodian for the following secured areas:  Business Managers files and safe.

Processes all accounts payable daily for DOH-Suwannee.  Serves as back-up to DOH-Lafayette for accounts payable processing.  Prepares and processes all invoices received signed and mailed from CHD office. Processes all accounts payable by using P-card, warrant request, MFMP or journal transfers. Maintains purchasing card daily.

Responsible to pull EFT (Electronic Funds Transfer) from Florida PALM daily and follow disbursement procedure; Scan payments to billing consortium, once processed submit EFT coding sheets for input by Fiscal Office. Provide back up support in deposit preparation and distributing incoming mail.  Scans all documents into folders as required.  

Serves as Public Information Officer for DOH-Suwannee, back-up for Lafayette; coordinates drafts, schedules articles, news releases, and all DOH communications to include internal and external products. Serves as Web Manager for DOH-Suwannee and back-up DOH-Lafayette monitoring and updating both sites as needed. 

Prepares Healthy Start reports of revenue and expenditures monthly and submits to Healthy Start Coalition before deadline.

Serves as Petty Cash Custodian for DOH-Suwannee and monitors reconciliations monthly; conducts unannounced change fund audits quarterly and uploads to SharePoint at end of each quarter. Serves as Cell Phone Account Manager for DOH-Suwannee.  Ensures all cell phone users complete their cell phone certifications in CPBVS within 10 days of release of cell phone bills.

Serves as Certified Contract Manager for DOH-Suwannee and DOH-Lafayette.  Maintains certification with NHSC and submits application for recertification every 2 years, or as required. Maintain and complete DH1122 forms and submit MOU’s/MOA’s to contract administration. Submits monthly statements to Board of County Commissioners, transport daily bank deposit, Runs weekly EAR reports.

Performs other duties as required or assigned.

Required Knowledge, Skills, and Abilities:

Knowledge of accounting principles, practices, and procedures; knowledge of the methods of data collection; ability to prepare financial statements and reports; ability to implement accounting systems, prepare and maintain a variety of accounting records; analyze and interpret accounting data; ability to understand and apply applicable rules, regulations, policies and procedures relating to an accounting program.  Ability to plan, organize and coordinate work assignments, communicate effectively, establish and maintain effective working relationships with others and utilize problem-solving techniques.

Qualifications:

A bachelor’s degree from an accredited college or university with a major in accounting. 

Professional or non-professional accounting experience can substitute on a year-for-year basis for the required bachelor’s degree; or any combination of this experience and up to 60 semester or 90 quarter hours of college education including two courses in accounting can substitute on a year-for-year basis for the required bachelor’s degree.
