The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

Northeast Florida State Hospital (NEFSH) is a 613-bed, licensed mental health treatment facility that provides person-centered services to adults suffering from severe and persistent mental illness. The hospital, located in Macclenny, was established in 1959 and is the largest state operated civil treatment facility.

THIS IS AN ANTICIPATED VACANCY.

 

This is a highly responsible and professional position serving as the Human Services Supervisor I – SES within the Transportation Department. The ideal candidate will be a collaborative team player who works seamlessly across all sections within the program office. This role requires the use of independent judgment, a proactive approach to responsibilities, and exceptional attention to detail. Specific Duties and Responsibilities include:

  • This position is responsible for supervising subordinates in the Transportation Department of a large civil mental health treatment facility. Providing transportation of individuals served to all treatment areas at NEFSH; medical treatment facilities off-grounds (such as Baptist Medical Center, University Hospital Jacksonville, Shands Hospital, Fraser Hospital), physician appointments off grounds, boarding homes, nursing homes, adult congregate living facilities, halfway houses and other release cenetrs; and provides transportation for individuals who are discharged or transferred out of state.
  • Provides consultation and leadership to subordinates in all matters and problems relating to the performance of their assigned duties.
  • Assists in the preparation of subordinate schedules, issues daily instructions and adjusts as necessary.
  • Verifying the KRONOS schedule and making adjustments to meet operational needs and/or minimize potential for overtime.
  • Is responsible for maintaining accurate record of leave used and current leave balances for all assigned staff.
  • Reviews all Transportation travel vouchers.
  • Supervises assigned subordinates in their areas of responsibility.
  • Provides standards of performance and points out strong and weak points as an ongoing evaluation of performance.
  • Evaluates employees through performance appraisals in accordance with DCF Rules and Regulations.
  • Administers counseling when needed and proper disciplinary action in accordance with current directives after discussion with supervisor.
  • Recommends hiring, transfers, promotion and terminations of such employees.
  • Monitors and updates process flows to ensure services are provided in customer driven manner that is cost effective.
  • Oversees activities relating to dispatching, routing, and tracking vehicles.
  • Receives and delivers messages from units for transporting individuals and staff on and off-grounds.
  • Other information related to the operation of the vehicles is also transmitted via radio communications.
  • Assigns vehicles to units and or staff to attend activities and appointments off-grounds.
  • Schedules all transportation staff to obtain maximum coverage and management excellence.
  • Maintains daily minimal staffing required by controlling use/abuse of leave and minimizes use of overtime.
  • Responsible for sending X-ray, Lab and Court Orders to outside appointments upon request and maintains log of the same.
  • Compiles and/or monitors daily, weekly and monthly reports of all medical appointments and hospitalizations off grounds.
  • Ensures transportation vehicles are scheduled for proper maintenance and repairs in conjunction with the Automotive Equipment Mechanic Reviews information to reduce cost of controllable expenses.
  • Responsible for receiving records of departures and arrivals, as well as mileage for all trips away from NEFSH; reviews daily mileage traveled within hospital grounds.
  • Assists in writing/recommending policies and procedures, interprets and administers policies as directed.
  • Maintains current information of NEFSH policies and procedures and processes routine items within established guidelines.
  • Serves on various committees’ addition to meeting with other disciplines regarding transportation.
  • Orders supplies monthly from Warehouse after checking stock levels to reduce cost of controllable expenses.
  • Completes purchase requisitions for specialized or adaptive equipment for resident transportation needs.
  •  Prepares Requisition and maintains inventory of supplies, forms, and equipment for the department.
  • Performs related assignments.

 

Knowledge, Skills and Abilities required for the position:

  • Knowledge of the principles and practices of health care or the behavioral sciences.
  • Ability to provide advice on problem cases.
  • Ability to assist in prescribing therapeutic objectives for clients.
  • Ability to participate in group therapy sessions.
  • Ability to observe changes in clients' behavior patterns.
  • Ability to participate in making decisions regarding disposition and release.
  • Ability to coordinate and participate in vocational, recreational and educational therapy teams.
  • Ability to prepare reports.
  • Ability to supervise people.
  • Ability to determine work priorities, assign work, and ensure proper completion of work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.

 

Minimum Qualifications:

  • 2 years of supervisory experience.
  • Class B Commercial Driver License with Passenger Endorsement.
