The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.
Northeast Florida State Hospital (NEFSH) is a 613-bed, licensed mental health treatment facility that provides person-centered services to adults suffering from severe and persistent mental illness. The hospital, located in Macclenny, was established in 1959 and is the largest state operated civil treatment facility.

This is a highly responsible and professional position that will serve as Operations & Management Consultant II - SES at the Northeast Florida State Hospital. This position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.
This is professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).
This is complex administrative, management and consultative work in the identification of operational problems, their resolution and ongoing performance monitoring within the Safety unit. This position supports the development, promotion, and delivery of Quality Services with a Comprehensive, Outcome Oriented Management System to ensure effective transition of patients back to their communities.
Specific Duties and Responsibilities include:
- In order to ensure Management Excellence, assists Assistant Institutional Superintendent for Safety & Operations (AIS) in the development and implementation of productivity and performance management (CQI) projects designed to achieve Long Term and Annual Business Objectives.
- Maintains data collection and summary on such programs as needed.
- Develops and maintains or tracks database records on stated departmental objectives and research projects.
- Prepares reports and data on projects and objectives as needed.
- Independently monitors and tracks any and all operational aspects of services provided by the Safety unit to ensure progress towards or maintenance of service standards and objectives.
- Recommends, develops, and implements, where appropriate, corrective actions as needed to ensure that services promote optimal customer satisfaction.
- Conducts performance evaluations for direct reports, monitors work performance, approves leave requests, hiring process, terminations and disciplinary actions as necessary.
- Maintains functional accountability for the management of staff in the Safety & Operations division in the absence of the AIS or as assigned to maintain Management Excellence and ensure optimal customer satisfaction.
- Consults with the AIS for Safety & Operations, Department Heads, and other administrative staff to assess, analyze and resolve programmatic, administrative, and operational issues to ensure that effective management practices are in place to support Treatment Excellence, Customer Satisfaction, Resource Efficiency, and Cost Efficiency.
- Recommends, develops, and implements policies and procedures from the Safety & Operations division including day-to-day operations of service areas.
- Ensures that relevant staff is trained on new procedures, and monitors for follow-up and compliance so that management systems are consistently and appropriately implemented to support Management Excellence and Cost Efficiency.
- Performs objective on-site analysis of operational problems or service programs to ensure Performance Excellence and Resources Efficiency and optimal delivery of quality services to patients and staff.
- Participates in Quality Improvement monitoring to ensure optimum customer satisfaction.
- Performs other related duties as assigned.
Knowledge, Skills and Abilities required for the position:
- Knowledge of the methods of data collection and analysis.
- Knowledge of basic management principles and practices.
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
- Ability to organize data into logical format for presentation in reports, documents and other written materials.

Minimum Qualifications:
- A bachelor’s degree from a college or university in management or healthcare field and two years of professional work experience in management or healthcare field.
- Two years of supervisory experience.
Preference will be given to applicants who have:
- Proficient in creating Spreadsheets in Excel.
- Experience and knowledge in analyzing data for quality improvements activities.
- Experience conducting audits of programs, work processes, and staff performance.
